HomeMy WebLinkAboutCity Council Resolution 834 RESOLUTZON NO. 834 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA CONCERNING AMENDMENT OF THE CITY'S THIRD PROGRAM YEAR APPLICATZON UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 WHEREAS, the City Council of the City of Saratoga has previously entered into a cooperative agreement with the County of Santa Clara to participate in the Housing and Community Development Act of 1974 and receive funds for approved programs under Title I of that Act; and WHEREAS, HUD regulations require a specific amendment of the approved, current HCDA application should the Community budget be utilized on new or different activities other than those included in the approved Community Development Plan; and W~EREAS, the City of Saratoga proposes to make such program amendments in the form of addendums to the Saratoga Housing Assistance and Rehabilitation Program (SHARP), an approved, residential rehabilitation program, and that local jurisdiction funds are not available to provide for those program components, the following addendums are herewith proposed: I. Addendums to SHARP; "Program Participation Incentive Component" inclusive of'the~f6'~lowing elements: A. Grants to be used for or applied to the cost of materials for exterior (primary frontal) painting, facade maintenance and/or landscaping. Said grants to be extended to homeowners on a one time basis per unit, whose incomes do not exceed 150% of the Santa Clara County median and whose homes, after a SHARP housing survey have been found either; 1. to be free from any housing code violations, or 2, if code deficiencies are determined to exist, the homeowner corrects those deficiencies, at which time he would become elegible for the grant. Grants offered under the SHARP are to be in the amount of $250.00, and work to be completed with ~rant funds must be predetermined and agreed to by both the homeowner and the SHARP Administrator. When work has been completed, and determined to be in compliance with the predetermined agreement, the homeowner will then be reimbursed in the amount of the $250.00 grant. Total funds to be allocated to this element of the component for the first three CD program years will be $7,500.00 ($250.00 X 30 units). B. Bulk Refuse Removal Project. This component element will provide for the placement of either 18 yard, 30 yard or 40 yard debris containers (dumpsters) at strategic locations throughout the SHARP target area, contributing to those program objectives stated in the City's third year HCDA application, especially: · To help in the prevention of blighting influences and the deterrot- ation of property especially for those of low and moderate income. · To lead towards the elemination of conditions that are detrimental to health, safety and the public welfare. oTo stimulate greater pride in home ownership and the upkeep and preservation of one's living environment such that future projects motivated by homeowners would be facilitated. · To encourage private rehabilitation and home maintenance. Subsequent to coordination with target area homeowners, individual blocks within the SHARP area will receive placement of debris container(s) for refuse removal. Total funds to be allocated to this element of the component for the first three CD program years will be $1000.00. II. "Public Improvements Component." The Public Improvements Conponent of the SHARP will provide for physical improvement in the target area. These improvements may be, but shall not be limited to, such activity as: (a) roadway maintenance, including repair or resurfacing of streets within the target area, (b) improvements to dead end streets within the target area, (c) treatment to street trees, and (d) other physical and public type improvements made in the target area that may be subsequently identified as necessary in the attainmnet of both short and long tern objectives of the SHARP. Total funds to be allocated to this component of the SHARP for the first three CD program years shall be $51,200.00. NOW, THEREFORE BE IT RESOLVED that the City of Saratoga amends its third year Housing and Community Development Act of 1974 application to include the following Saratoga Housing Assistance and Rehabilitation Program (SHARP) components inclusive of funds allocated to each: 1) Program Participation Incentive Component, consisting of the following elements; (a) Grant, $7,500.00 (b) Bulk Refuse Removal, $1,000.00. 2) Public Improvements Component, consisting of physical improvement elements in support of both short and long term rehabilitation objectives, $51,200.00 3) Financial Component, consisting of reduced interest, minimum payment and deferred interest loans to SHARP area homeowners who qualify on the basis of yearly income and family size. Assistance provided by this component to be directed toward lower income households which are defined to be those households where the annual income is less than or equal to 80% of the Santa Clara County median income as defined by the most current HUD Section 8 income criteria. Total amount allocated to this component, $110,000.00. 4) The total amount of HCDA funds allocated to the SHARP for the first three CD program years (1975-1978) amounts to $169,700. The above and foregoing resolution was passed and adopted at a regular meeting of the City Council of the City of Saratoga held on the 2 day of November , 1977 by the following vote: AYES: Councilmen Bridge~ Brigham, Krau~, Corr & Matteoni NOES: None ABSENT: None ATTEST:
