Minutes of February 6, 1988, meeting approved as presented. C. ~QS~IN~_QF_THW_AGRNDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 30, 1989. II. EI~L_A~EQYAL_QE_EQNE~IA~_TEAIL_n_~T~_E~EN_EQA~ trail ~as presented for approval in November 1988, Commission approved a major part of the trail but there were some problems with each end.' Since that time the developer and his engineer, with the assistance of Bill Brooks, have redesigned portions of the trail. Mr. Brooks was present and discussed the three areas of concern. First, at one point the trail goes off the subdivision. However, there has been reassurance from the developer that the trail would be constructed at the point where it leaves the property as Dart of the Forelock Subdivision. Second, as the trail goes up along the creek on the south side, it crosses onto the Ciccardi property. Rather than have Mr. Ciccardi dedicate an easement, the trail will be altered to bring it up along Lot 11. The third problem is future continuation of the trail through scenic easement of Lot 1. At that point the trail would have to go through a quarry. The owner of Lot $1 has come before the Planning Commission to have his driveway moved to the opposite side of his property. He has agreed the trail would work very well if run alongside the new driveway. Commissioner Pierce made a motion to approve the trail as submitted and amend the approval with the condition it include permission from the adjacent property owner for an easement. Commissioner Saunders seconded. Approved. B. PA~K_UPDATE Works starts tomorrow (April 4, 1989) on E1 Quito Park. Everything will be completed except the landscaping. Council approved the plan for Brookglen Park and budgeted $25,000. Ross Equipment Company delivered the play equipment last week. A letter was drafted today to inform the neighbors that work is starting and should be completed by May 1, 1989. Within the next week or two a contractor will be digging out for the swing set and paving the basketball court. Dan also mentioned that the play equipment is safety certified to meet standards. I ! Commissioners expressed a desire to obtain more information for future reference. B. HQ~H_CLEM~S_~_~ORT_ONCPRS_~Q~BENCE Commissioner Clemens gave a short report on the CPRS Conference. Of particular, and timely, interest was information about playground equipment safety guidelines. He suggested initiating a regular inspection schedule for playground equipment. Items discussed at the Council agenda building session which are of concern to the Parks and Recreation Commission include: developing a trail maintenance program (Commissioner Franklin suggested contacting the City of Pacific Grove for information on their trail trail maintenance plan which involves residents adopting a portion of trail to maintain). The tree planting and planting and care guides will be distributed to residents early this coming fiscal year. We will begin developing the park appreciation program; install lights at the City entrance signs on Saratoga Avenue and at the Union gas station. The Commission will set UP Public -- ~ meetings to develop input to the master plans of Beauchamps Park and Kevin Moran Park and schedule workshops for neighbors of both parks. Joan asked for representation from the Commission in planning and carrying out the two day Hakone Festival tentatively scheduled for some time in October. V. CQ~N~QA~IQN~ VI.
