A RESOLUTION BY THE MEMBERS OF THE CITY COUNCIL
OF THE CITY OF SARATOGA, COUNTY OF SANTA CLARA IN
THE STATE OF CALIFORNIA, SUPPORTING A DAY OF
REMEMBRANCE FOR THOSE AMERICAN CITIZENS OF JAPENESE
ANCESTRY EVICTED FROM THE ~tST COAST OF THE UNITED
STATES, AND, WHO, INCARCERATED DURING THE YEARS OF
THE SECOND WORLD WAR, SUFFERED GREAT INJUSTICE AS
CITIZENS OF THE UNITED STATES OF A~RICAo
WHEREAS, prior to and subsequent to the outbreak of conflict
between the United States of America and Japen in 1941, there was
no evidence of any disloyalty toward the United States by her
resident American citizens of Japanese ancestry; and
WHEREAS, on February 19, 1942, President Franklin D. Roosevelt
signed into law Execuitve Order 9066, authorizing the uprooting and
imprisonment of all Pacific Coast residents of Japanese ancestry; and
WHEREAS, one-hundred and ten thousand American citizens of
JaDanese ancestry were subsequently forceably removed and imprisoned
within the confines of one of ten detention camps located in the
most desolate areas of the United States and surrounded with
barbed wire and armed guards; and
WHEREAS, in Santa Clara County along of which Saratoga is
a part, over four-thousandAmerican citizens of Japanese ancestry
were among those persons to suffer the indignities"of forced removal;
and
WHEREAS, these constitutional and moral violations did in
fact deny person of the basic rights of due process and other
guarantees included in the Bill of Rights of the great Constitution
of the United States of America; and
WHEREAS, the purpose of this Resolution is to designate a
day of remembrance for our loyal friends of Japanese ancestry;
THEREFORE BE IT RESOLVED by the members of the City Council of
the City of Saratoga that the City of Saratoga condemns the
constitutional and moral violations perpetrated against American
citizens of JaDanese ancestry residing on the Pacific Coast of the
United States during World War II; and
BE IT FURTHER RESOLVED that the Cit% of Saratoga proclaims
February 19, 1979 as "A Day of Remembrance' in recognition
of the loss of liberty and the trauma to the human spirit endured
by those touched by Executive Order 9066, and the travails experienced
by these fellow Americans of Japanese ancestry.
Passed and adopted at a regular meeting of the City Council
of the City of Saratoga held on the 7th day of February.

AYES: Councilmen Kraus, Corr, Callon & Matteoni
NOES: Councilman Kalb
ABSENT: None
