A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA,
CALIFORNIA, DEFINING THE PURPOSES AND FUNCTIONS OF THE CITIZENS
ADVISORY COMMITTEE FOR REVISION TO THE GENERAL PLAN.
WHEREAS, at the beginning of the. current budget year, the City
Council established revisions to the City's General Plan as a
high priority, determining to undertake this revision through a
"broad-based citizen participation effort"; and,
WHEREAS, on October 9, 1980, the Planning Director reported to
the City Council with recommendations for establishing a citizens
advisory committee, composed of one representative froin each of
the designated planning areas within the City and the purpose of
which would be to develop the format for holding area meetings,
helping with publicity, encouraging participation and increasing
City sensitivity to each of the planning areas; and,
WHEREAS, in January 1981, after conducting City-wide recruitment
efforts, the City Council appointed the members to the Citizens
Advisory Committee; and,
WHEREAS, during the course of these proceedings the City Council
has not provided the Citizens Advisory Committee with clear,
specific direction on its purpose and functions;
BE IT RESOLVED, THEREFORE, that the City Council of Saratoga
does hereby determine the purposes and functions of the Citizens
Advisory Committee on the General Plan revision to be as follows:
Purposes
A. To identify all issues of concern that may need to be
addressed in the current Community Plan:
--the goals, objectives and policies in the current
Community Plan that may need revision;
--any problems or concerns now facing the community or
anticipated in the future that are not addressed in the
current community plan.
B. To recommend to the City Council the list of issues, pro-
blems and concerns that require ..amendment, addition, or
change in the community plan.
Functions
1. Review and become familiar with the entire community plan;
define the areas needing change or study.
2. Hold neighborhood meetings and solicit views, opinions and
concerns on the "State of the community"; further identify
issues of concern to residents, visitors and special
interest groups on specific issues to be addressed in the
community plan revision.
3. Obtain opinions of local and regional public officials and
staff, community leaders and others on present and future
needs of the community that should be addressed in the
revised plan.
4. Assemble and organize the information gathered in tasks 1-3;
group the issues into appropriate areas and develop clearly
worded issues or problem statements.

5. Prepare a general p.ian update draft landuse element based on
the area proposals.
6. Prepare a list ef recommended issues not yet resolved, to be
addressed in the community plan revision and present this
list, along with the committee's general planupdate, to the
City Council.
The above and foregoing resolution was passed and adopted by the
City Council of the City of Saratoga, at a regular meeting held
on the 7th day of April 1981, by the following vote:
