CONCERltING CHILD PASSENGER SAJ:ETY WEEK
WHEREAS, the n~mber one cause of injury and death to all children five
years of age and under is autocaobile accidents;
WWEREAS, last year over one thousand children in this age group were killed
in automobile accidents, and 40,000 children were seriously injured;
WHEREAS, gO percent of those children that died would be alive today and
80 percent of these injuries prevented if they had been correctly restrained in dyna-
mically crash-tested car safety seats;
WHEREAS, less than 20 percent of children in this age group are protected
by car safety restraints in Santa Clara County, and almost fifty percent of safety
seats are not properly installed, or being used correctly;
~IIEREAS, one-third of all child passenger injuries result from non-crash
incidents, in which the child is thrown fo~ard during a sudden stop in which the
automobile is not damaged;
WHEREAS, the goals of the Santa Clara County Health Department in conjunction
with the County Nedical Society, the Central Counties Safety Council, the Santa Clara
Valley~iedical Center, the Community Association for Retarded, and the San Jose
Junior Women's Club are to inform all Santa Clara County Residents that every child's
life should be protected by the use of an approved and properly installed car safety
seat, and to motivate that correct use everytime any child is transported in an auto-
mobile in this County;
WHEREAS, the need for affordable child passenger safety restraints is a
critical problem in achieving this goal;
NO)/, THEREFORE, BE IT RESOLVED THAT the week of May 7 through Bay 14, lg82,
is
CHILD PASSENGER SAFETY WEEK
in Santa Clara County, and the City of Saratoga does extend the highest coanendation
and best wishes to the member organizations of the Santa Clara County Child Passenger
Safety Association for their efforts in establishing a low-cost rental program of
infant/child safety seats for low-income residents, and in educating all Santa Clara
County residents to the critical necessity of properly restraining all children while
they are riding in automobiles.
The above and foregoing resolutio passed and adopted at a regular meeting of
the Saratoga City Council on the ~C~FIday of March , 1982, by unanimous vote.
