EXHIBIT "C"
FINDINGS
SDR-1523
1. The map, design and improvements of the proposed Subdivision
comply with all of the objectives of the 1974 General Plan, and all
requirements of the 1974 General Plan, and all requirements of the
Zoning and Subdivision Ordinances of the City of Saratoga. The
City Council finds that the creation of five lots on a private
access road is the only feasible method of developing the property
for the use for which it is zoned.
2. The same project has received approval at a prior time
and substantial amounts have been expended pursuing final map approval.
Had the applicant made a timely request for extension it would have
been granted.
3. The housing needs of the region have been considered and
have been balanced against the public service needs of its residents
and available fiscal and environmental resources.
4. Appropriate conditions have been included in the Tentative
Subdivision Approval for consideration of future passive or natural
heating and cooling opportunities.
5. The site is physically suited for the proposed type and
density of development.
6. The design and improvements of the proposed Subdivision
are unlikely to cause substantial environmental damage, or substan-
tially injure wildlife or their habitat, or cause serious public
health problems.
7. The design and improvements of the proposed Subdivision
will not conflict with public easements for access through, or use
of, property within the proposed Subdivision.
8o Traffic impacts can be accommodated by the existing road
system and the off site improvements required to be constructed by
the subdivider.
9. Changes or alternatives have been required in, or
incorporated into, the project which mitigate or avoid the signi-
ficant environmental effects thereof as identified in the completed
Environmental Impact Report.
