HomeMy WebLinkAboutCity Council Resolution 2044 RESOLUTION NO. 2044 A RESOLUTION OF THE CITY COL~CIL OF THE CITY OF SARATOGA EXPRESSING OPPOSITION TO USE OF GUADALUPE COT,T.RGE S1TE AS A PRISON WHEREAS, the City Council has learned that the Cu~,~,~ssion on California State Gove~r~fent Organization and Ecorcuy, known as the Little Hoover Ozmnission, is reviewing the Gu~_alupe College site as a prison; and WHEREAS, the use of Gu___a~__alupe College as a prison raises vital concerns to the people of Los Gatos and the State of California for the following reasons: 1. Violations of the Los Gatos General Plan; 2. Inadequate access to the site, recp~ring a large expenditure of State funds to construct a new access road; 3. Inmediate proximity to residential property; 4. Geological problems, including.inability to meet State and local seismic standards; 5. Incompatibility with hillside star~ards established by the Town of Los Gatos and County of Santa Clara; 6. Continuing the investigation of this site for a prison after the State Department of Corrections declared the property inappropriate for such use is an obvious waste of State revenues; 7. Inadequate water and-sewer services; 8. Negative impact on property values; 9. Negative impacts on existing drainage patterns, biotics, and visual aesthetics; 10. Inadequate access for public safety services; 11. A negative impact on services provided by Town Government; 12. Unknown future State uses for the site; 13. Unknown effect on municipal and private insurance rates. WHEREAS, the Citizens of Saratoga share the concerns of their Los Gatos neighbors. NOW, THEREFORE, BE IT RESOLVED, that the Little Hoover Cxlm~ssion, the State Senate and Assembly, and Governor Deukmejian be advised that the Saratoga City Council endorses the objections raised by the Town Council of Los Gatos to utilization of the G~L_a~___slupe College site as a prison. The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City Council held on the 2nd day of March, 1983, by the following vote: AYES: Councilmembers Clevenger, Fanelli, Mallory, Moyles and Mayor Callon NOES: None ATTEST: Mayor ' City Clerk ~
