A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
ESTABLISHING AN EMERGENCY PLANNING COUNCIL, DETERMINING
ITS MEMBERSHIP AND DEFINING ITS RESPONSIBILITIES
WHEREAS, the City Council also serves as Disaster Council
for the community of Saratoga, and, as such, is responsible
for the adoption of emergency plans and mutual aid agreements
to meet local emergencies and to assist other governments
during times of declared emergencies; and
WHEREAS, emergency services are provided to the community of
Saratoga by a variety of independent agencies and organiza-
tions, which require a high degree of coordination and com-
munication in order to develop adequate plans, and to carry
out such plans during times of emergency; and
WHEREAS, this City Council is desirous of fulfilling its re-
sponsibility to provide adequate plans and preparations for
meeting local and broader scale emergencies, making the best
use of community resources in the most efficient manner; and
toward this intent;
NOW, THEREFORE, BE IT RESOLVED THAT:
1. There is hereby established for the City of Saratoga
an Emergency Planning Council, which shall consist
of such members as may hereafter from time to time
be appointed by the City Council from the following
agencies and organizations:
a. Law Enforcement and Fire Protection agencies,
serving the City of Saratoga
b. Medical response and service providers to the
community who are involved in disaster planning
and/or response capacity
c. Utility companies serving the community such as
gas and electric, telephone, water and sewerage
services
d. School districts and Educational facilities
serving the community
eo The American Red Cross and other Disaster Relief
Agencies
f. Representatives from the Community-at-large in-
cluding the media, business and residential
concerns.
The City Manager and department heads shall be ex-officio
members of the Emergency Planning Council.
2. The functions and responsibilities of the Emergency
Planning Council shall be as follows:
a. To advise and report to the City Council from
time to time, or as called upon, the state of
readiness of the City and the organizations
that serve it to handle potential emergencies;
to require and recommend changes to the City's
Emergency Plan;
b. To analyze potential hazards, determine risks
and recommend mitigating measures for possible
emergencies in the community;
c. To exchange pertinent information among the
members of the Emergency Planning Council re-
lating to theemergency Planning and Preparedness
of each of the agencies responsible for providing
assistance during time of emergency;
d. To improve and enhance the coordination of Emer-
gency Plans and Preparations for serving the
community among the members;
e. To disseminate information to the public regarding
emergency planning and preparation in the com-
munity of Saratoga.
The Emergency Planning Council shall meet at least once every
three months, or more often when it may determine the necessity
to do so. The City Manager or a designated representative,
shall serve as chair of the Council.
BE IT FURTHER RESOLVED that the City Council shall review the
effectiveness and progress of the Commission after one year of
its operation.
The above and foregoing resolution was passed and adopted at a
regular-meeting of the Saratoga City Council held on the 3rd
day of August , 1983, by the following vote:
