HomeMy WebLinkAboutCity Council Resolution 2127 RESOLUTION NO. 2127 A RESOLUTION OF THE CITY COUNCIL OF TIm CITY OF SAP~\rBDGz~ DECI2URING ITS INterim.m2 TO ESTPjBLISH AND ~eA/iNTAIN A PAVE}~T MA~%~ P~ WHER5~$, the network of public streets is a vital and fundanental element of a ccnmunity's infrastructure, providing the primary means of transportation fcr people, goods and services; and ~kg, adequate and prcper mainten-once of public streets is a basic responsibility of City governnent; and ~LrREAS, the calmunity of Saratoga has reached the phase of its develc_ument where many of its streets are at or near the end of the useful life of pavsnent s~faces and are in need of a ccmprehensive program of pavement maintenance in order to preserve the integrity and value of streets; and WH!REAS, the City Council has directed an analysis of the condition of the pavements throughout the City-maintained network of public streets and, as a result, a Pavement Management Progr~n has been developed for the ccmmunity which calls for the average annual expenditure of up to $900,D00 over current street maintenance efforts in order to properly maintain and preserve the net%'ork of City-maintained streets serving Saratoga; and W}EREAS, in order to obtain the most effective results cf a pavement managenent program, a statement of policy is needed. NCW, THE?JEEDRE, BE IT RESOLVED: 1. That the City Council her~eby declares its intent and determimntion to establish and maintain a Pavement Management Program in order to provide adequately for the proper maintenance of public streets within Saratoga and to fulfill the City's responsibilities to its residents; 2. That provision for funding the annual requirements of the Pavement Management Program shall be made frcm a special tsx to be suhnitted to the voters at the June 5, 1984, election for a period of five years. 3. That, to the extent adequate funding of the Pavsnent Management Program is not available to meet the annual needs and requirements, the City Council will m~ke every reasonable effort to obtain sufficient monies or authorization to generate the monies needed frcrn taxes and other revenues. The above and foregoing resolution was passed and adopted by the City Council of the City of Saratoga at a regular meeting held on the 7th day of March, 1984, by the following vote: AYES: Councilmembers Callon, Clevenger, Fanelli, Mallory ad ~uyor Moyles NOES: None ABS~: None ,,,.. -,.~.
