RESOI/EION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
OPPOSING "CALIFCaNIA FAIR PAT' INITIATIVE
WHEREAS, the so-called "California Fair Pay" Initiative shall appear on the
November 1986 ballot, and
W]{ERFAS, this initiative would limit compensation of state and local officials
to no more than 80 percent of the Governor 's salary, and
WHEREAS, the initative severely damages California's competitive position in
retaining end attracting top talent to public service positions, and
~, the arbitrary limits set by the initative are in conflict with the
marketplace in which California must compete for technical and managerial
skills, and
WHEREAS, the initative destroys rational salary setting due to the arbitrary
limits it establishes and the compaction problems it creates with respect to
salary structures, and
WHERF~, the management of California's public business could suffer serious,
perhaps irreparable damage as a result of the loss of competent managers that
the initative would cause, and
WHERF~, the concept of establishing the Governor's salary as a single salary
standard and top public salary in the state is inappropriate and unworkable,
and
WHEREAS, this initiative would prohibit all public employees from accumulating
sick leave and vacation time from one year to the next, and
WHE~, the so-called 'T~alifornia Fair Pay' Initiative could actually result
in higher, not lower, pensions for some alreadyhighly-compensated former
public officials.
RDW, T~, BE IT RESOLVED, that the City Council of the City of Saratoga
opposes the so-called '~alifornia Fair Pay' Initiative and urges its defeat by
the voting public.
The above and foregoing resolution was passed and adopted at a regular meeting
of the Saratoga City Council held on the 3rd day of September, 1986, by the
following vote:
AYES: Councilmembers Anderson, Clevenger, Moyles, Peterscn, and Mayor Hlava
