RESOLUTION NO. 93- 048
A RESOLUTION OF INTENTION OF THE CITY COUNCIL
OF THE CITY OF SARATOGA TO COMMENCE PROCEEDINGS TO
CONSIDER AMENDING THE NORTHWEST HILLSIDES SPECIFIC PLAN
RELATING TO CONSTRUCTION OF A SW-NE ROAD
WHEREAS, at a special election ordered consolidated with the
general election held on April 8, 1980, the voters of the City of
Saratoga adopted an initiative ordinance commonly known as
Measure "A" entitled "An Initiative Ordinance Directing
Preparation of a Specific Plan for Preservation of the Rural
Character of the Northwest Hillsides of the City of Saratoga and
Imposing a Moratorium on Development Pending Completion of said
Plan;" and
WHEREAS, pursuant to the requirements of Measure "All and the
provisions of the California Government Code, section 65500 et
sea., on June 2, 1981, the City Council adopted the "Specific
Plan for the Northwest Hillsides of the City of Saratoga"
("Specific Plan"); and
WHEREAS, the circulation element of the Specific Plan
expressly requires the construction of a public road through the
Northwest Hillsides, running in a southwesterly and northeasterly
direction between Mt. Eden and Parker Ranch Road ("SW-NE Road");
and
WHEREAS, the City Council finds that conditions have changed
in the Northwest Hillsides since the adoption of the Specific
Plan and more particularly, that for the following reasons, the
construction of the SW-NE Road may not accomplish the goals
intended by the Specific Plan and may no longer be necessary or
desirable;
1. projected traffic volumes for pierce Road, without the
SW-NE Road, indicate that pierce Road will continue to operate at
an acceptable level of service.
2. The SW-NE Road will increase traffic volumes along the
residential streets in the Parker Ranch subdivision.
3. projected traffic volumes, without the SW-NE Road,
indicate that the Pierce Road/Saratoga-Sunnyvale Road
intersection will continue to operate at an acceptable level of
service.
4. suitable alternative measures exist to enhance
pedestrian and bicycle safety along pierce Road which the SW-NE
Road would otherwise provide.

5. Emergency response times to the hillside areas will
remain at an acceptable level without the SW-NE Road.
6. Construction of the SW-NE Road could require costly
mitigation of significant environmental impacts.
7. Construction of the SW-NE Road could require costly
mitigation of extensive geological and geotechnical hazards.
8. The SW-NE Road would add significant costs to the
city IS road maintenance program.
9. The SW-NE Road could promote increased development of
the unincorporated hillside areas west of the City.
NOW, THEREFORE, BE IT RESOLVED by the City council of the
City of Saratoga as follows:
Section 1. It is the intention of this council to cause
the review and consideration of an amendment to the Northwest
Hillsides Specific Plan relating to the construction of the SW-
NE Road.
section 2. Staff is directed to proceed with the
necessary steps to bring before the Planning commission and the
City Council for consideration the matter of amending the
Northwest Hillsides Specific Plan relating to the construction of
the SW-NE Road.
Passed and adopted at a regular meeting of the city Council
of the City of Saratoga held on the 20th day of October
1993, by the following vote:
AYES: Councilmembers Anderson, Burger, Kohler, Monia and Mayor Tucker
NOES: None
