RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY AND REQUESTING THE
GOVERNOR TO (1) PROCLAIM A STATE OF EMERGENCY; AND (2) REQUEST A
PRESIDENTIAL DECLARATION
WHEREAS, Chapter 6, Article 6-05 of the City of Saratoga Municipal
Code empowers the Director of Emergency Services or his assistant
to proclaim the existence or threatened existence of a LOCAL
EMERGENCY when said city is affected or likely to be affected by a
public calamity, and
WHEREAS, the City Council has been requested by the Director of
Emergency Services of said city to proclaim the existence of a
LOCAL EMERGENCY therein; and
WHEREAS, said City Council does hereby find:
That the conditions of extreme peril to the safety of persons and
property have arisen within said city, caused by 1996 December
storm; and
That the aforesaid conditions of extreme peril warrant and
necessitate the proclamation of the existence of a LOCAL EMERGENCY;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a LOCAL EMERGENCY now
exists throughout said city; and
It is further proclaimed and ordered that during the existence of
said LOCAL EMERGENCY the powers, functions, and duties of the
Director of Emergency Services and the emergency organization of
the County shall be those prescribed by state law, by Municipal
Code, ordinances, and resolutions of this City approved by the City
Council on April 18, 1990.
WHEREAS, it has now been found that local resources are unable to
cope with the effects of said emergency;
Now, therefore, it is hereby proclaimed and ordered that a copy of
this resolution be forwarded to the Governor of California with the
request that he proclaim the City of Saratoga to be in a STATE OF
EMERGENCY; and further that the Governor request a Presidential
Declaration.
It is further ordered that a copy of this resolution be forwarded
to the State Director of the Office of Emergency Services.
It is further resolved that Larry Perlin is designated as the Local
Hazard Mitigation Coordinator of the City of Saratoga for the
purpose of assessing damage within said city and consulting with

federal/state survey teams about hazard mitigation actions; and
It is further resolved that Paula Reeve is hereby designated as the
Authorized Representative for individual assistance of the City of
Saratoga for the purpose of receipt, processing, and coordination
of all inquiries and requirements necessary to obtain available
State and Federal Assistance.
The above and foregoing resolution was passed and adopted by the
City Council of the City of Saratoga, California, at a meeting
thereof held on the 7th day of January, 1997, by the following vote
of the members thereof:
