RESOLUTION NO. 03-008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SARATOGA AMENDING THE CITY'S CLASSIFICATION PLAN
WHEREAS, Rule 3.02 of the City's Personnel Rules provides that the City Council may
amend the City's Classification Plan from time to time; and
WHEREAS, the City Council adopted Resolution No 85-9122, A Resolution
Implementing a Reorganization Plan and Authorizing Permanent Positions in City Service; and
WHEREAS, subsequent to the adoption of said Resolution No 85-9.122, the City
Manager has recommended further changes to both the City's organization and Classification
Plan; and
WHEREAS, the City Council has considered the recommendations of the City Manager
and believes that implementing these further changes will be in the best interests of the City,
WHEREAS, the City has apprised recognized labor organizations of these amendments
to the classification plan; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Saratoga does hereby amend its classification plan to include the creation of an Administrative
Analyst I/II position and the classification broadband for Administrative Analysts. Additionally,
the City Council hereby eliminates two FTE positions by eliminating the Economic Development
Coordinator fixed-term position and an Administrative Analyst position.
The terms and conditions of the Memorandum of Understanding between the City and
SEA are hereby amended by incorporating therein Exhibits "A" and "B," attached hereto.
The above and foregoing resolution was passed and adopted at a regular meeting of the
Saratoga City Council held on the 19th day of February 2003, by the following vote:

ADMINISTRATIVE ANALYST IIII
DEFINITION
Under general supervision or direction, provides administrative assistance for a department or
division, including interpreting and implementing established policies and procedures in the areas
of human resources, finance, information systems, public safety, public works, economic
development, environmental programs and other internal programs and projects.
DISTINGUISHING CHARACTERISTICS
Assigned duties to the positions in this bi-level class range ftom routine at the entry level to
complex assignments at the advanced level. Employees in this class apply the principles and
practices of public administration to human resources, public safety, public works, environmental
programs, information systems, economic development and general administrative assignments.
Duties may include responsibility for a program area or project Some assignments at this level are
confidential and require the exercise of considerable judgment
Level I - This is the entry level of this bi-level classification. Employees at this level perform
administrative and analytical duties under general supervision, in accordance with established
guidelines and procedures.
Level II - This is the advanced level ofthis bi-level classification. Employees at this level perform
a full range of duties, including complex and difficult assignments under direction. Incumbents
may advance to this level after gaining additional experience and proficiency.
ESSENTIAL DUTIES - duties may include, but are not limited to, the following:
Conduct studies, prepare reports, analyze policies, and make recommendations to staff,
commissions, the City Council, and other groups.
Represent the City or assigned department in meetings and public hearings.
Participate in the development, implementation, and maintenance of management and
administrative improvements, and organizational changes.
Confer with other staff and the public to explain and review policies, procedures, services, and
activities.
Provide staff support to City commissions and committees.
Administer special projects, maintain records, organize and attend meetings, recognition programs
and special events.

Administer assigned programs.
Develop proposals for and manage grant-funded projects.
Develop and administer program budgets; monitor expenditures.
Administer and monitor major contracts and rranchise agreements.
Prepare reports, correspondence and exhibits; make presentations to businesses, community groups,
commissions, and City Council; and conduct special studies.
Supervise clerical, technical, professional and volunteer staff; plan, organize and monitor work
assignments.
Respond to citizen complaints, inquiries and requests for services and information.
Participate in community meetings.
Plan, schedule, and implement economic development program activities.
Advise the public, developers and other interested parties on a variety of economic development
matters.
In addition, the Administrative Analvst II may:
Facilitate community meetings independently.
Coordinate publication and distribution of newsletters.
Provide media and community relation services.
Coordinate public safety and related programs, including emergency services and preparedness.
Assist with intergoverrunental relations, including legislative and policy analysis.
QUALIFICATIONS
Knowledge of:
Principles and practices or budget development and administration, and organizational and
administrative systems.
Use and application of modem data and information systems and technologies.
Laws, codes, rules and regulations governing municipal activities and operations.

Use and application of modem data and information systems and technologies, including
spreadsheets, word processing and data base applications.
Principles and practices of economic and community development and demographic research
and analysis.
Federal, State, and local law codes, rules and regulations concerning economic development
and land use.
In addition, Administrative Analvst II:
Techniques of public representation and group dynamics.
Ability to:
Understand, interpret and apply laws, regulations, administrative policies and rules, and direct
their application.
Establish, evaluate, and implement administrative policies and procedures.
Assess and develop staffing systems.
Analyze and make recommendations regarding complex and non-routine problems, programs,
and systems.
Prepare and analyze technical and general reports.
Organize and direct a function, program or project
Work extended or irregular hours.
Communicate clearly and concisely, both orally and in writing.
Utilize modem information and communication technologies.
Establish and maintain effective working relationships.
Be sensitive to the needs and desires of the business community and residents.
Coordinate and implement an economic development program, including a proactive outreach
and communication program that projects the image ofthe City.

Accurately interpret and administer applicable codes and regulations.
Education and Experience:
Experience:
Dependant on the level of the posItIOn, two to five years of progressively responsible
administrative management experience in a public sector organization.
Education:
Bachelor's degree in public administration, business administration, or a closely related field.
LICENSE OR CERTIFICATE
None
An employee in this classification is expected to travel to various work locations in the performance
of assigned duties. An individual appointed to a position in this classification will be required to
demonstrate the ability to travel to various locations in a timely manner, either by possession of a
valid California Driver's License or by alternate means.
