MINUTES Commissioner Higgins moved the minutes be accepted as distributed. Carried unanimously. II NEV BUSINESS A. N~Ij ZONING PETITIONS Mone B. WRITDEN COMML~qlCATIOi~S 1. John Denney re Foot of Westeott Drive The Secretary read a letter from John E. Denney dated J.Denney October 22, 1957 requesting consideration of location Westcott Dr. Apts. of garden-type aoartments at the foot of Westcott Drive when that area is considered for the master plan. The Chairman directed that the letter be filed in the master plan file. 2. The Secretary read a letter from George H. Payne dated October 1~, 1957 regarding construction of building on Big Basin Way. G.N.Pay~.e The Chairman directed tl~at the letter be directed to the Architectural a~d Site Control'Committee and the Secretary arrange a date for a conference. -i- III RESOLUTIONS 1. C9-2A - Fred Vogler The Secretary read Resolution No. C-9-2A "ADOPTING REPORT OF FINDINGS AND ABADDONING FURTHER PROCEDIMGS Res. C9-2A F.Vogler OF PROPOSED AMENDMENT". Commissioner Mebster moved that the resolution and attached reoort of findings be adopted as read. Carried unanimously. IV MATTERS HELD UI.~DER ADVISEMENT 1. Zorka Avenue name change The Secretary brought the Commission up to date on the case and on recent changes in California State Law. The Commission discussed need for a recommendation Zorka Ave. name change of name change to the City Codncil. The matter was referred to the Clty Council for action by the Chairman. V COMNI~TEE REPORTS A. ARCHITECTD~AL ~i~ SITE CONTROL 1. V 46 - S. G. Hernandez Commissioner HiSSins ~ave a report on his architectural V 46 study of the case. S.G.Hernandez Commissioner HiSgins moved that architectural control approval be granted for the plan as submitted. Carried unanimously. ?. Propose8 Civic Center In response to a request from the Chairman for a public discussion Dr. Joseph Simone, 3rd Street, Saratoga, renresentin~~ the Merchants Association requested on Proposed behalf of that Association ccnslderation by the Planning Civic Center Commission for the use of the present Catholic Church property at Sixth end Big Basin !'iay for a possible Civic Center site. He sts, ted that the Church could be used for a meeting place, that the rectory could be used for -2- offices, and that there was already black-top area available for parking. Also that the expanded parrlab would move the church and rectory to the Saratoga Ave. property. In response to a question from Commissioner Anderson Dr. Simone stated that the Merchants Association wanted this site considered because it had been t~e religious center for the Catholic population in the community and that the down-town has been the center of activity in Saratoga for many years. Dr. Slmone fmrther discussed the problems of cost and size of the property involved as well as his idea of what facilities were needed at s Civic Center. Dr. Simone agreed to request the Merchants Association to elicit an expression of opinion from the Quito Merchants Association on a comparison of both the Fruitvale Ave. a~d Church property sites. Sam Hernandez, Big Basin Way, Saratoga, stated that it was his personal opinion that the Fruitvale Avenue site represented a good real estate value but that the church property as well as having nice surroundings that typified the Saratoga area ~.~as also ideally located geographically. Joseph A. Cormoily, 13690 Beaumont Ave., Saratoga, dis- cussed the idea of having the administration offices of the dby separate from the recreation facilities or together on the same piece of property and cited examples of other cities such as Palo Alto. He also discussed the desirability of locating recreation facilities alongside existing recreation facilities of the ~ra.~.~mar school on the Fruit- vale Avenue site. Co~missioner Miggins stated that the Architectural and Site Control Committee had studied the problem b~t had come to no conclusion as yet and requested more time for further study. -3- Commissioner Crisp stated that no official meeting was required to convey the expression of opinion from the Architectural and Site Control Committee to the City Council when they reach their decision. B. SUBDIVISIONS 1. SD #50 - Saratoga Glen Woods The Secretary explained the status of sewer extension to the area, possible use of capped sewers with septic tanks on a temporary basis. Mr. Kaemmerling, representing SD 950 George Nolte, civil engineers, explained the plans for the Saratoga Glen Woods sewer hookup and asked consideration of the street plan as submitted. TIle Secretary read the conditions set by the County S~bdivision Coamittee for improvements in this sub- division. The Commissioners expressed tentative approval of the street plan as submitted. Mr. Kaemmerllng granted a 30 day continuance for further study of the matter. Commissioner Anderson moved that the meeting be adjourned. Carried unanimously. Time 8:25 P.M. Present 12 - Press 1 -4-
