MINUTES CommisSioner Crisp stated that the Planning Commission minutes for the meeting of july 1~, 1958 concerning the Prince of Peace Lutheran Church use permit - V-92, should be amended as follows: "The Subdivision Committee was directed to make a report on the application at the next meeting." Commissioner Htggtns moved for a~proval of the minutes as am- mended. Commissioner Crisp seconded. Carried unanimously. I1 PUBLIC HEARINGS A. USE PERMITS Prince 1. Prlnce,,of Peace Lutheran Church - V-92 (Continued) of Peace Lutheran Commissioner Anderson read the report of the Subdivision Church V-92 Committee. Commissioner Crisp moved for approval of the use permit for. the construction of the Prince of Peace Lutheran Church In the southerly 5.13 acre part of this site as shown on the plot plan submitted and subject to the following conditions: (a) Compliance with all conditions which will be imposed at the time of request for Building Site approval. (b) 'Architectural and Site control. (c) Provision for adequate off street parking to be speci- fied by the Planning Commission at the time of action on proposed plan of church building. B.VARIANCES None III ORDINANCES A. SIGN ORDINANCE Sign The Cit~ Administrator read a report of a meeting held on July Ord. 25, 1958 with the subdivlders regardtn9 a proposed subdivision sign ordinance. He stated further that with no City sign ordi- nance agreed upon he would have to enforce the County adopted ordinance which requires a use permit for such subdivision signs. Chairman Bennett directed the Secretary to notify the subdivi- ders that the Planntn9 Commission would hold a study session with them at 7:30 P. M., August 4, 1958~ the place of meeting to be decided iate~. IV OLD BUSINESS A. C-14 - H- E. Game1 C-14 The Secretary read Resolution C-14-2A and the Report of Findings. H.E.eamel Commissioner Anderson moved for adoption of the ResolutiOn C-14-2A. Commissioner Crisp seconded. Carried unanimously. V COI~ITTEE REPORTS A. SUBDIVISION COI~ITTEE Sub- 1. In the absenae of Chairman Pasetta of the Subdivision Com- DIvision Commit- mittcos Commissioner Crisp ~ade the following report: "The tee re off-street following matters are under active study by the Subdivision parking, swimming Committee of the Planning Commission and were considered at pools, & 3A-7A study sessions on'july 21st and 28th. 1) Ordinance 3A-7A Emergency Ordinance prohibiting certain uses In A-2 and ~-I zoning districts. 2) Off Street Parking Ordinance 3) Swtnuntng Pool Ordinance The SubdivisiOn Committee has no official report on these matters at this time." 2. SDR-69 - L. T. White L.T.Whlte ~e Secretary r'~ad the conditions as set by the Subdivision SDR-69 Committee of the County on June 18, 1958. Mrs. White and Mr- Biron discussed with the Commissioners the cendition reGardinG improvement of the street. The Director of Public Works stated that the proposed road was to be built ~o the rear parcel and not through it. Chairman Bennett moved for approval of the tentative map subject to the following conditions: 1) Provide standard subdivision imbrovements on 1/2 street (30s riGht-of-way) 2) improve acceleration and deceleration lanes on Highway #9 Construct culvert or bridge to Flood Control require- ments. 4) Record survey. 5) Provide $150-00 per lot Flood Control fee. Commissioner Anderson seconded. Carried unanimously. 3. SDR-Z7 - Saratoga Country Club SaratoGa The Secretary read the conditions set by the Subdivision Country Club SDR-?? Committee of the County on July 16, 1958 and County Health Dept. letter dated july 18, 1958. Commissioner crisp moved for approval of the tentative map subject to the following conditions: 1) Provide $675.00 per acre for developed portion for Flood Control fee. 2) Conform to Flood Control::requirements along creek. 3) Provide water adequate for fire protection - minimum 500 Gallons per mtnute flow from standard fire hydrant ~) Record survey. " 5~ Improve Prospect Road and access as required by County Engineerl 6) Provide sanitary sewers. 7) Provide acceptable water supply for domestic purposes. Commissioner Higgins seconded,' Carried un&nlmously, B. ARCHITECTURAL & SITE OONTROL COMMITTEE 1. V-93 - Sidney A. Austin Sidney A. After a'disc%ls~ion with Mr. Art Willson and Mr. Van Arsdale Austin V-93 ~epresenting Mr. S. A. Austin, r~gardfng the lack of'off street parking, Commissioner Higgins moved for denial of the permit. Commissioner Tiffany seconded. The following roll call vote was taken: Ayes, Anderson, Bennett, Htggtns, Tiffany. NoesJ Crisp. Commissioner Crisp stated that the reason for his vote was the probable small number of customers at this nursePy. a. V-94 - A. A. Dempsey A.A.Dempsey After a lengt~y discussion with M~- Dempsey and Mr. KocheP ~egarding adequate parking, CommissiOner Higgtns moved for denial of the permit. Motion died for lack of a second. The Assistant City Attorney stated that the applicant is entitled to a fair use of his p~operty economically speaking. V-96 - St. Andrews Episcopal Church Androws Episcopal Commissioner Htggtns' moved for approval of the Architectural Church V-96 and Site Control permit as per exhibits "A" and'"B", pages A-X and A-~ dated in the City OfflceTT/2~/~8. B.ORAL COMMUNICATION5 None Upon the suggestion of Commissioner Higgins the Chairman directed Study that the Secretary notify the merchants and property owners along Ses- sion, Big Basin'Way and the downtorn area of a study session to '~be off St. held on A~gust 18th.regarding the off-street parking ordinance.
