Tiffany B~ MINUTES Commissioner Parden moved for approval of the minutes as written and distributed. Commissioner Crisp seconded. Carried unanimously. Commissioner Crisp nominated Commissioner Webster for Chairman of the Planning COmmission.. Commissioner Anderson moved that the nominations be closed.. Commissioner Parden seconded. Carried unanimously.. Commissioner Cris~ nominated Commissioner Higgins for Vice-Chair- man of the Planning Commission.. Commissioner Anderson moved that the nominations be closed.. Commissioner Parden seconded. Carried unanimously. Commissioner Crisp nominated Margaret Regan for Secretary of the Planning Commission. Commissioner Anderson moved that the nominations be closed. Commissioner Parden seconded. Carried unanimously. II NUBLIC HEARINGS A... VARIANCES 1. V-166 - S. G. Hernandez 7:05 P.M. The Secretary read the application for a variance. Warren Held, architect for the applicant, spoke in favor of the varianc~ and displayed architectural drawings of the proposed buildihgs.. No one spoke against the application.l Chairman Webster closed the public hearing at 7:18 P.M. ~e~ndez~ Commissioner Anderson moved for approval of the variance for a 15 ft. front yard a~ 14626 Big Basin Way on the West side of the property only. Commissioner Higgins seconded. Carried unanimoudly. 2. V-167 - E. A~ard 7:21 V-167 - H. Agard The Secretary read the application for a variance. Mr. Henry Agard spoke in favor of the variance. The Secretary read a communication from Hiss Zoe Ackerman, 14272 Saratoga AFenue, suggesting an 18 ft. setback. No one spoke against the variance.. Chairman Webster closed the public hearing at 7:36 P.M.. Commissioner Anderson move& for approval of a variance from the 25 ft. required front yard to a 22 ft. front yard rather than the 10 ft. requested by Mr. ~gard. C'om~issioner Crisp seconded. Carried unanimously. 3. V-168 - E. Mancini .7~:38 P.M. V-168 E. Hancini The Secretary read the application for a variance. Mr. Mancini spoke in favor of the variance. No one spoke against the variance. Chairman Webster ordered the public hearing closea at .71:~l P.M. Commissioner l~arden moved for approval of the variance for a lO ft. side setback. Commissioner Anderson seconded. Carried unanimously.. B. USE PERMITS 1. UP-18 - P. G. & E. 7:~5 P.M. P.G.&E. The S'ecretary read the application for a use permit for a P. G. & E. substation. Douglas Adsms, attorney for the property owners involved, objected to the granting of the use permit and asked for a continuance in order to prepare his case. Mr. Herzer, P. G. & E. engineer, displayed a drawing of the S_rea. Chairman Webster ordered a lO minute recess in order that the -2- Commissioners and the residents could study the map displ~ed. UP-18 P.G.&E. Chairman Webster reconvened the meeting at 8::25 P.M. Mr. Alves, P. G. & E. representative, spoke in favor of the sites. Commissioner Crisp moved to gnant a continuance of the public hearing to the next regular meeting. Commissioner Bennett seconded. The following roll call vote was recorded: Ayes:: Anderson, Bennett, Crisp, Higgins Noes:: Parden, Webster Commissioner Parden moved to order the P. G. & E. to specify one of the three (3) sites as a definite site for the sub- station at the next meeting. Commissioner Crisp seconded. Carried unanimously.. Commissioner Psrden moved that if alternate sites are propose& as a result of studies that the alternate site owners must have given previous consent. Commissioner Anderson seconded. Carried unanimously.. Commission Parden moved that the P. G~ & E. notify the City Office on or before Monday, March 21, 1960 of the selection of one of the three sites.. Commissioner Higgins seconded. Carried unanimously. III MATTERS REFERRED FOR REPORT A. VARIANCES 1. V-165 - E. Delmas V-165 Delmas Commissioner Anderson read the Variance Committee report dated March ll, 1960.. Commissioner Anderson meved that the request for a variance from required 30 ft. to a 20 ft. front yard be granted.~ Com- missioner Crisp seconded. Carried unanimously. B. USE PERMITS'~ 1. UP~itT~ G. & E. UP-17 P.G.&E. Commissioner Bennett moved for denial of the use permit. Com- missioner Parden seconded. Carried unanimously. C. ZOh~NG 1. Revision of R-1 districts Revision R-1 districts Commission Anderson reported that the committee w~s working on the zoning map but needed more time for study. IV COF~MITTEE REPORTS A. ARCHITECTURAL AND SITE CONTROL 1. A-17 - E. Mancini A-17 Mancini Commissioner Higgins reported for the irchitectural and Site Control ~ommittee. Commissioner HiSgins moved for approval of the Architectural and Site Control Permit in accordance with the elevation and floor plans on fiie and with the exception that garages and storage extend the full frontage of the building underneath. Commissioner Anderson seconded. Carried unanimously. 2. A-18 - First National Bank of Sarato~a-Cupertino ~18 First Commissioner Higgins gave the report of the Architectural-and National Bank Site Control Committee. Committioner HiSgins moved for approval of the Architectural and Site Control Permit for a sign on the Bank Building as shown on Exhibit "A" in the file. Commissioner Crisp. Carried unami- mously. B., SUBDIVISION & BUILDING SITE APPROVAL 1. SDR-165 - H. C. Turner SDR~165 Turner The Secretary read the minutes from the last Planning Commission meeting and stated that no further map had been filed. Commissioner Anderson moved that approval of the tentative map be denied. Commissioner Parden seconded. Carried unani- mously. 2. SDR-177 - K. Hartman SDR-17? Hartman Commissioner Anderson read'the. subdiyision-committee report dated March lO, 1960. SDR-177 ~. Hartman discussed the conditions with the Commissioners. Hartman Commissioner Anderson moved for ~proval of the tentative m~ subject to the conditions read, with the substitution of "City Engineer" for The Department of Public Works" in Con- ditions l, 3, 5 and 6 a~d the deletion in condition No. 9 of "No. 2". Commissioner Parden seconded. Carried unanimously. 3. SDR-178 - G. Kendall SDR-178 Kendall Commissioner Anderson read the subdivision committee report dated March lO, 1960. Commissioner Anderson moved for approval of the tentative map subject to the seven conditions read. Commissioner Crisp seconded. Carried unanimously. ~. SDR-179 - Saratoga I~N SDR-179 Saratoga Commissioner Anderson read the subdivision committee report Inn dated March lO~ 1960. Warren Held, architect for the applicant , discussed the conditions with the Commissioners. Commissioner Bennett moved for ~oprovsl of the tentative map subject to the conditions read with the following changes in conditions:~ Condition No. 8 - Strike and substitute the following: Acceleration and deceleration lanes to be built for each entrance subject to the approval of the Director of Public Works. Condition No. 9 - Strike and substitute the following: Irrevocable offer of dedication for ~5 foot half-street on Saratoga Avenue. Condition No. lO- To read as follows: Remove obstructions, except trees, to adequate sight distance on Saratoga Avenue. Condition No. ll- Delete Condition No. 16- Delete Condition No. 17- Delete SDR-179 Commissioner Parden seconded. Carried unanimously. Saratoga 5. SDR-180 - Campbell School District B~l Commissioner And~rson read the subdivision committee report School dated March lO, 1960. Distric~ Mr. Bradley, representing the school district, spoke about the conditions. Commissioner Anderson moved for approval of the tentative map subject to the conditions read. Pinkerton SDR-181 Rinkerton Commissioner Anderson read the subdivision committee report dated March lO, 1960 and a letter from the Health Department dated March 3, 1960. Commissioner Anderson moved for disapproval of the tentative map. Commissioner Parden seconded. Carried unanimously. Mro Pinkerton discussed the sewer connection with the Com- missioners. Commissioner Parden moved that the previous motion be rescinded. Commissioner Bennett seconded. Carried unanimously. Commissioner Parden moved to send the map back to the County for new conditions. Commissioner Higgins seconded. Carried unanimously. 7- SDR-182 - Saratoga Country Club SDR-182 Saratoga Commissioner Anderson read the subdivision committee report Country Club dated March lO, 1960. Commissioner Parden moved for approval of the tentative map subject to the conditions read with the following corrections:. Condition No. 2 to read "p~ Storm Waters fee of $2025.00 for 3 acres of developed area. Sign A letter from the high school district was read and the plan for the proposed sign was displayed. Commissioner Crisp moved for approval of the sign as shown on the plan. City Council - Re:: Proposed Amendment to Zoning Ord.-12,500 Amendment to Ord. sq. ft. lot. 12,500 sq. ft. lot The City Administrator reed a letter from the City Council regarding their action on the proposed amendment. 3. H. W. Campen - Re: Airports The City Administrator gave a s~mmary of the letter regarding airports in the County. B o ORAL 1. SDR-115 - Epstein & Levitas SDR-115 Epstein Ynr. Steinberg, architect for the property owners, spoke regard- & Levitas ing conditions l~id on the building site approval map.. Chairman Webster advised Mr. Steinberg to submit a letter asking for a conference with the subdivision committee so that the matter may be clarified in a report to the Planning Commission SDR-115 as a whole at their next regular meeting. Epstein & Levitas 2. The Secretary reminded the Commissioners of the Study Session Study Session meeting on the General Plan on March 21, 1960 at Fruitvale School, and distributed Progress Repnrt No.8 and No.9 on the General Plan.
