TYPE: Regular Meeting I ROUTINE ORGA/qIZATION A. ROLL CALL Present: Anderson, Bennett, Crisp, Higgins, Parden, Webster Absent: Tiffany B. MINUTES Commissioner Parden moved for approval of the minutes as distributed and read by the individual commissioners. Comm- issioner Anderson seconded. Carried unanimously. Chairman Webster appointed the following committees for the coming year: Subdivision Committee - Adrien L. Anderson, Chairman, F. G. Crisp, Robert J. Parden. Architectural and Site Control Committee - William L. Higgins, Chairman, Richard Bennett, Adrien L. Anderson. Variance Committee - Robert J. Parden, Chairman, F. G. Crisp, John D. Webster. II PUBLIC HEARINGS A. USE PERMITS UP-18 1. UP-18 - P. G. & E. - 7:05 P.M. PG&E The Secretary read a letter from P. G. & E., dated March 21,1960, specifying Parcel C as the proposed location of the electrical substation. A letter from Douglas M. Adams, dated March 24, 1960, was read. - I - UP-18 No one spoke in opposition to the Use Permit. PG&E Chairman Webster asked Mr. Alves, P. G. & E. repre- sentative, if the site chosen was adequate to serve all future needs in the City of Saratoga. Mr. Alves stated that it was adequate for the foreseeable future. Chairman Webster closed the public hearing at 7:15 P.M. Commissioner Crisp moved that a Use Permit for an elec- trical substation be granted P. G. & E. on the property of Clara M. Stamper, as shown on P. G. & E. Drawing No. 208384, marked "Exhibit A", subject to architectural and site control. Commissioner Parden seconded. Carried unanimously. B. VARIANCES V-169 1. V-169 - H. M. Mackinnon - 7:20 P.M. Mackinnon The Secretary read the application for a variance. Lee Bold, architect for the applicant, spoke in favor of the variance and presented two drawings. Arch Ljepava, owner of adjacent property, spoke in favor of the variance. No one spoke in opposition to the variance. Chairman Webster closed the public hearing at 7:42 P.M. Commissioner Higgins moved to grant the variance for a 15 ft. sideyard instead of required 20 ft. sideyard on northwest side of house. Commissioner Parden seconded. The following roll call vote was recorded: AYES: Bennett, Higgins, Parden, Webster NOES: Anderson, Crisp Commissioner Crisp stated that the impossibility of adding to the house on the other side had not been proved. -2- III MATTERS REFERRED FOR REPORT A. ZONING Rev. R-1 1. Revision of R-1 Districts Districts Commissioner Anderson gave a progress report of the Subdivision Committee study on the revision of the Zoning Districts Map. Chairman Webster ordered the matter continued for re- port at the second regular meeting in April. B. BUILDING SITE APPROVAL SDR-115 1. SDR-115 - Epstein & Levitas Epstein & Levitas Commissioner Anderson reported that the Subdivision Committee had met with Mr. Steinberg and discussed conditions and agreed that no changes should be ma~e in the conditions. Mr. Tanaka, representing Goodwin Steinberg, Architect, confirmed the Subdivision Committee Report, then stated that the petition for changing conditions had been with- drawn and that the original conditions set by the Plann- ing Commission on April 27, 1959 would be complied with. Chairman Webster ordered the matter closed. IV COMMITTEE REPORTS A. ARCHITECTURAL & SITE CONTROL 'A-19 1. A-19 - B. Varner B.Varner The Secretary read the application for Architectural and Site Control Permit. Vern Halcomb, part owner of the antique business in the -3- A-19 building, spoke in favor of the permit and described the B. Varner amount of damage to be repaired. Con~nissioner Parden moved that Architectural and Site Control Permit be approved for repair of the damage caused by the recent fire. Commissioner Bennett seconded. Carried unanimously. B. SUBDIVISION BUILDING SITE APPROVAL SDR-181 1. SDR-181 - D. Pinkerton D. Pinkerton Commissioner Anderson read the Subdivision Committee Re- port dated March 25, 1960. Shelley Willjams, representing Mr. Pinkerton, discussed the conditions with the commissioners. Commissioner Crisp moved for approval of the tentative map, subject to the eleven (11) conditions read. Comm- issioner Parden seconded. Carried unanimously. SDR-188 3. SDR-188 - Williams-Durket Williams- Durket Commissioner Anderson read the Subdivision Committee Re- port dated March 25, 1960. Shelley Willjams discussed the conditions with the comm- issioners. Commissioner Bennett moved for approval of the tentative map, subject to the conditions read, with the following changes being made: In Condition No. 3 eliminate the "approximately 250 feet". Commissioner Parden seconded. Carried unanimously. SDR-187 2. SDR-187 - Clark-Bri~endine Clark- Brizendine Commissioner Anderson read the Subdivision Committee Re- port dated March 25, 1960. -4- SDR-187 Mr. Vern Brizendine discussed the conditions with the Clark- Brizendine commissionerS. Commissioner Parden moved ~or approval of the tentative map, subject to the conditions read, with the following change being made: Delete "If previously recorded submit Book and Page Number" from Condition No. 1. Araki S.Araki Commissioner Anderson read the report of the Subdivision Committee, dated March 25, 1960. Mr. Tanaka, Architect for Mr. Araki, discussed the condi- tions with the commissioners. Commissioner Anderson moved for approval of the tentative map, subject to the conditions read, with the following changes being made: Delete Conditions 3, 5, 10 and 11. Delete Condition 6 and substitute the following: "Submit irrevocable offer of dedication as re- quired for a 50 ft. half street along Ouito Rd." Commissioner Parden seconded. Carried unanimously. SDR-190 5. SDR-190 - R. K. Vlckery R.K. Vickery Co~eissioner Anderson read the report of the Subdivision Committee, dated March 25, 1960. Mr. R. K. Comm- issioner Parden seconded. Carried unanimously. SD-191 6. SD-191 - Gresham Construction Co. Gresham Const. Co. Commissioner Anderson stated that the Subdivision Comm- ittee Report was not yet ready, as the technicians were still working on the map. SD-192 7. SD-192 - Town & Country Realty Town & Country Commissioner Anderson stated that the Subdivision Comm- Realty ittee Report was not yet ready, as the technicians were still working on the map. V PETITIONS AND GRIEVANCES A. WRITTEN SDR-139 1. Prince of Peace Lutheran Church - Re: SDR-139 Lutheran Church The Secretary read a letter from Werner P. Welchert, Pastor, dated March 21, 1960. Mr. Halverson, representing the church, discussed con- ditions 6 and 7 with the commissioners. Chairman Webster ordered the matter referred to the Sub- division Committee for report at the next regular meeting, the co~ittee to meet with the applicants if necessary. E. ORAL Rezoning 1. The City Administrator stated that 9:00 A.M. on March Prospect & Miller Ayes. 29, 1960 was the time set for public hearing at the San Jose City Planning Commission for rezoning of two parcels of property at Prospect Avenue and Miller Avenue to comm- ercial uses. -6- B. ORAL (Con.) Saratoga 2. Commissioner Higgins reported on his meeting with Elementary School Dist. the Saratoga Elementary School District, regarding the location of schools on the General Plan. He stated that the School District was not interested in a seventh-eighth grade school and would be de- veloping only K through 8 schools in Saratoga. The School District favors the location of a new school as proposed, east of Argonaut and north of Glenbrook. However, they do not favor the proposed location south of Argonaut on Highway 9o Shopping 3. Shelley WilllamB spoke to the commission regarding Areas neighborhood shopping areas and the need for their location three-quarters of a mile from all residences. SDR-188 4. Shelley Willis/as discussed SDR-188 with the conuniss- ion and questioned the need for a Record of Survey.
