There was no one pre- sent ~ho vlshnd to conhenri with re~ard to this matter, so ~he Chairman declared the Public Hearin~ closed on the proposed amendment at 7:12 There was n notion by Commissioner Crisp, seconded by Copiesloner John- son, that the PlanninS CoE~ission reco=aend to the City Council the adop- tion of the amendment to Zoning Ordinsnce MS-3 as delineated by the cretary. Roll call vote: Ayes: Commissioners Anderson, Crisp, GI~--, and Johnson. Noes: None. Absent: Commissioners Bennett and Webster. Notion carried unanimously. B. C-43 - Dr. Isaac N. Abraus, Saratoga Avenue - Change of Zoniu8 from ~o '~-A" and '~-1-10~000" The Public Heariu~ on C-43 was opened at 7:15 P. M. The Secretary ad- vised that a Notice of Public Hearing had been published and that Notices of Public Hearing had been nailed. The Secretary read ~o cov~.uications, one from Helen V. end Bal B. Suttle and the other from Lydia B. and Harold ~. Abbott, supportin5 this requested C~-~e of ~oning. A Staff Report pertainins to this application was read by the Secretary. Abrans Dr. Abrans showed slides outlinin~ the area to be rezoned and the type of developneat proposed, as well as pictures of a sinilar area in Los Altos x/nich has proved quite successfulo Robert Cooke of Sidney Willinns, lnc., City and ReCional Planuers of San Francisco, and 14arren Heid, architect for this project, were present and ~ave further details with re~ard to this proposed development. l~arren Badgers 12738 Saratoga Creek Drives spoke in favor of this deve- lopuent, statiu8 that he felt ft consistent with the architecture of the neighborhoods n better buffer than had been suCgested before, and a de- velopment that would up-hold surrounding land values. Dr. J. E. Josephsons 20281 Blauer Drive, spoke in favor of this project, statin~ Saratoga~s need for such a nedical and professional center. Dr. Abraus stated that they wished to withdraw the request for R-1-10,000 zoning. Since it had been decided that this portion of the property ~ould not be developed at this tide, they preferred that it be left in A~ricultural IoninC. Dr. Abraus further advised that they wished to develop the area on the Northwest side of Saratoga Avenue as a subdivisions so that each doctor could oxen his lot and choose his owu architecture. He explainod that the Control Co~uittee, conposed of ali the doctors in the subdivision, would control the development to the extent that each doctor would put up a performance deposit to 8uarantae that his individual unit ~ould be pleted in accordance with the over-all plans for the area. In answer to a question iron the Chairman, the City Attorney advised that it ~ould be necessary for the applicant to file a subdivision application with a tentative nap prepared by a licensed en~ineero The application would 8o through regular channels, and the approved tentative uap could then be node a part of the CoEnission reconaendation to the Council for conditional P-A zoninfl. Richards~ Bohl~ann Road - BuildinS Site Approval - I Lot The applicant was presen~ and after discussion, expressed satisfaction with the proposed conditions of approval. ~here was a notion by Co~lssioner C~isps seconded by Cornissioner Glenn, that the tentative nap for SD-342 (Exhibit As filed Hatch 16, 1962) be approved subject to the 13 conditions stated in the Buildin8 Site Con- nittee Report dated Harsh 26, 1962; notion carried unanimously, D, SDR-3~3 - quits Harket, Cox Avenue - Buildin~ Site Approval Cor~tesfoner CrieS advised that there wore several problems to be worked out with regard to this applications and that ft would be necessary for the applicant to submit a revised nap° He reco~nended, therefore, that this nattar be continued until the neat neetin8, Nike Foley was present to represent the applicant and reported that the the applicant and his representatives had net with the City Engineer, He stated that the problens had been ~orked out and that the revised mp was ready to be submitted. E, SD- ~28 ~- Pale Alto Development Corporation, Saratoga Avenue - Revision' of..Tentative Map approved December 26~ 1961 Leo Ruth, the appl~nt fs engineer, advised that because of topography they felt it necessary to revise the entrance of this subdivision to pre- vent its becouin[5 a speedway, After discussion, there was a notion by tennis,loner Crisp, seconded by Co~esioner Glenn, that approval be granted the revision of the tenta- tive map for SD-328 as shown on Exhibit B, filed March 9~ 1962, subject to the previously imposed conditions and the revision of three (3) corner lots which are to be brought into accord with the 14,000 square foot re- quirement of Ordinance NS-3; notion carried unanimously. Commissioner Johnson, that the on-tract and off-tract signs requested be approved as provided in Section 10.8 (a) and (d) of Zoning Ordinance NS-3] motion carried unanimously. Soups of NcKay and Soups requestin8 an extension in connection with the subject application. Mr, Soups was present to represent the applicant and advised that the final nap for the first unit of this subdivision would be filed %titbin the neath and that the final nap for ~lle second unit would be filed within a year. Kocher - Request that 10 feet Offered for Dedication on Mendelsohn Lane be included as part of the required 30 foot Front Yard Setback The Secretary feud n letter from Geor[e S. ~ocher requestin~ that his client be allowed to include the 10 feet offered for dedication as part of the required front yard setback. Mr. Kocher was present to give further details reCardin~ this request. After discussions the Chairuan referred this uatter to the Subdivision Cour~ittee for study and a report at the ueetin~ on April 9, 1962. Mro Bowles Nas present to discuss this uatter further ~ith the Coumission, After discussing ~his uatter with the City Attorneys it ~as decided that the Plannin~ Con=aission ~ad no jurisdiction in this uatter, so Chairman Anderson suCgested that Mro Bowles go to the City Hall the ne~t morning to talk with the City Aduinistrator. ~. SD-258 - Bro~nland Knuf~n~, Xnc., Titus Avenue and BellwoodDr~ve - Request for Extension The Secretary read e letter from~, L. Splitstone of GeorCe Nolte~s Office reguestin~ an extension in connectionwith the subject sub- division. Mr~ Splitstons was present and explained that development of this area was delayed until they could develop the Pen property because of the drainage in this area. There was a notion by Cou~issioner Glenn, seconded by Cor~aissioner Johnson, that an extension be ~ranted in connection with SD-258 for a period of one (1) year~ motion carried unan~usly. Perrows forner Chairnan of the Tacoua City Plannin~ CorIaission, thankin~ the Co~rdssion for their courtesy when he appeared before the~ in connection with UP-25.
