ROUTINE ORGANIZATION The meeting ~as called to order by Chairman Webster at 7z02 P, M. A. ROLL CALL Present: Commissioners Cooley, Crisp, Glenn, Kellum, Norton and Webster. Absent: C~lssioner Johnson. B. MINUTES Cormnissioner Crisp moveds seconded.by Commissioner Glenns that the reading of the minutes of the meeting of October 14s 1963~ be waived and that the minutes be approved subject to the following correction: Page 2 ...... Subsection B ...... Paragraph 1 ...... Delete the last sentence, II, PUBLIC HEARINGS The Chairman declared public hearings open for the evening at 7z35 P, M, A, UP-54 - Kenneth L, Petersons Leonard Road - Use Permit for Horse - Continued from October 1~v 1963 Cormnissioner Cowley advised that the Design Review Committee had made an on-site inspection of the property and it ~as their recom- mendation that the stable be located in back of the large treess approximately 100s from the southern boundary o£ the property and 50s from the western boundary. This, he added, weuld locate the stable mere or less in line with the rear corner of the house. C~lssioner Covley further advised that the Co~nittee had discussed this matter with the applicant and he had stated that this location weuld be satisfactory, Hr. Peterson was present and confirmed his willingness to place the stable in this location, There was no one else present ~ho wished to comment with regard tc this application, ~lannin~ Commission Minutes - October 28~ 1963 - Continued II. A, UP-54 - Kenneth Lo Paterson Connniseloner Glenn moved, seconded by Co~issioner Crisps that the public hearing on UP-54s Kenneth L. Petersons be closed; motion carried unanimously, Connissioner Glenn ~ved~ seconded by Connissioner Crisps that UP-54, Kenneth L. Paterson, be ~ranted subject to the stable being located 100| from the southern boundary of the property and 50s from the western boundaryl motion carried unanimously. B. V-232 - Lotrill A. Palms Canyon View Drive - Variance to allow Lot Depth of 85s in lieu of required 115s - Continued from October l~s 1963 Commissioner Crisp advised that the Variance Co~lttee ~as not pre- pared to make a recommendation since the requested site development plan had net been received. Ronald Price was present and stated that he had submitted the site development plan to the City Engineer on Fridays October 25s 1963, Com~issioner Crisp advised that the City Engineer had not reviewed this plan with the Committees and suggested that the matter be con- tinued since they felt it was necessary to discuss this plan with the Engineer before making a ~eccmmendatton, He also observed that the Commission had suggested to 1~. Price that he file a building site application and stated that he felt it ~ould save ttm~ if he filed it now, After further discussion, Chairman Webater directed V-232 continued until the meeting on November 12s 1963s and requested that the applicant file an application for building site approval prior to this time, C, Ordinance NS-3,3 - Proposed Amendment to Ordinance NS-3 relative to Site Area Requirements and Temporary Construction Signs - Continued from October !~, 1963 The C~uiseiou discussed the set=ion relative to construction ei~s at length. The consensus of the Co,~issi~n was that Section 10.8-1 should be returned to the Staff for re-draft.'..ng to eliminate its application to subdivisions and to incorporate ~he changes of ~ordin~ in the introductory paragraph and sub-paragraph "B" as indicated on the revised copy submitted by Commissioner Norton. Ordinance NSo3o3 ~he Chai~..~n then dlrected the public hearing on Ordinance 1~S-3,3 continued until the meeting on Hovember 129 1963o D, UF-55 - Brookside Club of Saratoga, COx Avenue - Use Permit for Additional Parkin~ The hearing on UP-55 ~as opened at 8:40 P. N. The Secretary ad- vised that Notices of Hearing had been mailed and a petition with signatures of nine (9) families had been filed in opposition. He then read the petition and a Staff Report pertaining to this matter. ~Tarren Hetd, architect~ Walter O~sterman, Louis Test, and Reginald Foster were present to represent the applicant and stated l) present membership of the Club is 250 2) Club membership is limited to 250 under the Articles of Zncorporation 3) original Use Permit allowed 350 members but more recent Use Permit limits membership to 225 ~hen Club House 'is built 4) there are no plans to increase the 250 membership allowed under the Articles of Incerpuration and 5) 100 Flonterrey Pines had been planted in compliance with the conditions of their Use Permit, but 40 of them had been stolen. In answer to a question from ~rs. Donald Askew, C~;;,.:ssioner Norton assured her that the subject application ~as only a request fur additional parking and had nothing to do with an increase in Club r~ehership. In answer to a question from Ce~lssioner Norton~ the Secretary advised that the question with regard to Brookglen Drive (referred to in the Staff Report) had been cleared. ~rren Held, in answer to a question from Chairman ~ebster, stated that the Brookside Club did not own the property on ~hich the parking ~as proposed but had a~ year lease on same, and the lease had been recorded. Conu~ss~oner Glenn stated that he felt the a~pltc~t~on should be referred to a Co..-~xlttee for co~91ete review and report° Counnissioner Cowley concurred with Cu~uissioner Glenno Co~nissioner Norton stated that he hesitated to disagree but he felt the request mas clear9 the information complete and that the C~Isston could act on it tonight, Commissioner Eellure stated that in view of the Staff Report, he felt the matter should be continued for further review, °3- P.lannir~ Co..-;;ission Minutes - October 28, 1963 - Continued II. UF-55 - Brookside Club of .Saratoga On the basis of the foregoing, Chairman Webs~e= directed UP-55 continued untll the meeting on November 12, 1963, and in the mean- time, referred UP-55 to the Subdivision Counittee for study and a report. He also requested that the applicant submit a copy of the lease to the Secretary as soon as possible so it could be reviewed, too, Mr. lqalte~ Ousterman advised that he would be happy to meet with the Subdivision Committee at their convenience if further inf~rr- marion was needed. The Chairnmn declared public hearings closed for the evening at 9:20 P. Z4, Chairman Webster ~elcomed Counci1-~u Larry Tyler and Good Gov- ernment Group representatives Gordon Hunter and Bob Pearson, and expressed the Cornmissionss appreciation for their attendance. TEN MINUTE RECESS S..UBDIVISIONS AND BUILDING SITES A. SDR-452 - Gene C. Buthenuth, Palomino Way - Building Site Approval Commissioner Crisp advised that a site development plan had been requested and received, but there were several factors the CoL~uittee and City Engineer would like to discuss with the applicant. There- fore, he recomnmnded that this application be continued. The applicant ~as present and a~ceed to meek ~ith the Comittee for further discussion. On the basis of the foregoing, Chairman Webster directed SDR-~52 continued until the meeting on November 12, 1963. B. SDR-453 - Phlti-Building and Development Corporation, Ambric ~nolls Buildin8 Site Approval - ! Lot Cu,~lssioner Crisp advised that the requested site development plan had no':' been received, so suggested that this m~tter be continued until the next regular On the basis of this suggestion, Chairman Webster directed SDR-A53 continued until the meeting on ~qovember 12, 1963. A-125 - Blossom View Haness Prospect Road - Final Design Review - Subdivision Homes C~wnissioner Cowley advised that th& Design Review Committee had reviewed the plans submitted by the applicant, and ~ould like to meet with the applicant to discuss possible ~ays to enhance the subdivision with regard to drivemys~ set-backs~ etc. t4r. Sims, representin~ the applicant, stated that any delay would create a hardship on his firm since everything.~as scheduled on the basis that they could obtain building permit~ on l~ov-mher 7th. He further stated that the developer ms opposed to curved drivo- rayst and that request for curved driverays would make it necessary to re-design the homes. After further discussions Mr. Sims a~reed to meet with the Design Review C~ittee on Saturday, November 2t 1963s to further discuss this matter, On the basis of the foregoing, Chairman Webster directed A-125 continued until the meeting on November 12, 1963, B, SS-32 - Blossem View Homes, Prospect Road - Design Review - Sub- division Sign C~,~lssioner Cowley advised that the basic design of the sign ms satisfacteryt but a revision of the application ms needed relative to the number of signs. He stated that the applicant had a~reed to make this revision prior to the next regular meeting so suggested that SS-32 be continued. CITY COUNCIL REPORT C~issioner Norton gave a brief report on the City Council meeting of October 16, 1963t with particular emphasis on the following: 1) The discussion relative to the need for a decision as to ~hether pathrays should be required along streets. 2) Dr. Abroms request ~hat the Ordinances be amended to make pro- vision [er Condomini,-,n. Blue Ridge had w~ittena letter to the school district prbtesting the required use of the pedestrian ~alk~y' at th~ intersection of Lacey and Trinity Avenuems and had transmitted a copy Of the letter to the Planning Co~ission~ A~ter discussions Chairman Webster directed this letter filed for reco~. B. ORAL C~u~iss~oner Crisp advised that, at the oral request of the l~ayors the Subdivision C~.~mittee ~as makin~ a study as to ~ny so many older people are leaving SaratoSao He stated that they ~ere pre- parin~ a report ~hich would also cover consideration of a special zoning district to accommodate retirement developments. He re- quested that the individual members of the Co~lssion submit any available data that might be helpful in this study. Chairmu Webster stated that he felt this ~as an excellent idea and requested that the members of the C~Mssion give the Co.~ndttee all the assistance possible. MEETINO ADJOURNED AT 10:26 P. ~.
