I. Call To Order
Meeting called to order at 7:30 p.m.

Commissioners Present: Foscato, Manzo, McLaughlin, Sessler, Towse

III. Report on Posting of the Minutes
Pursuant to Government Code 54954.2 the agenda was properly posted on January 19, 1999.
IV. Approval of Minutes of December 9, 1998 Meeting
Commissioner McLaughlin moved to approve the minutes of December 9, 1998. Commissioner
Sessler seconded the motion and the motion carded. (5/0)
V. Old Business
a. Library Optimization Update - D. Barnes
The lighting and acoustic consultants have not submitted reports to date. A contractor has been
retained to install new shelves for periodicals.
Options to improve the lobby are being explored by library staff.
b. Library 2000 Update - M. Manzo
Gladys Armstrong has been named Chair of the Steering Committee to Advise a Campaign
Fund Committee. The "kickoff' event has been postponed from Spring 1999 to June 26, 1999.
The event (no longer a formal gala) will be held at the Library. The theme will be construction,
possibly "Raising the Roof'.
c. Commission Vacancy Update - L. Burns
City Council extended the recruitment to February 28, 1999. Two applicants will meet with the
Council on February 3, 1999. Other parties have expressed interest.
d. Library Landscape Improvement Update
Hardscape/Safety issues on the books to be addressed by City Contractors. Major landscape
improvements are on hold secondary to 1) funding for capital expenses, 2) funding for
maintenance and 3) possible expansion. Minor improvements are going forward, i.e., weeding,
wood chip spreading.
Commissioner Sessler moved to table this until March 1999. Commissioner Towse seconded the
motion. The motion passed. (5/0)
e. Development of Speakers Bureau
· Commissioner Towse will trairt/coach Commissioners.
Commissioner Towse outlined the talk she delivered to the Good Government Group. Items
to be included in presentations to community groups include: Rolhf Report, Needs
Assessment, Library Optimization Report. Topics to be addressed: Library value to
community, what's in it for me, history, current usage. Committee formed to finalize
presentation outline. Members: Commissioners Towse and McLaughlin, Bill McDonnal -
Friends President Nominee.
· Potential Target Audiences to be identified.
Commissioner McLaughlin made a motion to table Identification of Audiences to February
meeting. Commissioner Foscato seconded the motion and it passed. (5/0)
VI. New Business

VII. Reports
a. Susan Fuller, County Librarian
In the January 1999 issue of American Libraries Magazine, the Santa Clara County Library was
named the 7th best library in the country serving similar populations.
SCCL, along with other counties that had tax bases prior to Prop 13, will be exploring special
legislation to restore funding.
CAC met and decided to reduce meetings from 4 times per year to 2. One of those meetings
will be an All Commission meeting and the other will be a joint meeting with the JPA.
b. Dolly Barnes, Community Librarian
Nancy Howe, Adult Librarian, has an author series scheduled for April.
Doily announced that Susan Fuller will be traveling to Philadelphia to be honored as North
American Librarian of the Year.
c. Marcia Manzo, Library Commission Chair
No report.
d. Lori Burns, City Staff Representative
Lori distributed June - December 1998 Commissioner Attendance Report.
e. Janet McLaughlin, Friends of the Saratoga Libraries
Report attached.
f. Sally Towse, Library Foundation
Foundation to sponsor June event.
VIII. Oral & Written Communication
No Report.
IX. Adjournment
Commissioner Sessler made a motion to adjourn the meeting and Commissioner Towse seconded
the motion. The motion carried and the meeting was adjourned at 9:40p.m. (5/0)
