Callto Order Meeting called to order at 7:30 p.m. II. Roll Call Commissioners Present: Foscato, Gipstein, Manzo, McLaughlin, O'Donnell, Sessler. Commissioner Excused: Towse III. Report on Posting of the Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on 2/12/99. IV. Approval of Minutes of January 27, 1999. Commissioner Foscato moved to approve the minutes of January 27, 1999, with minor corrections. Commissioner O'Donnell seconded the motion and it passed 6/0. V. New Business Newly appointed Commissioners were introduced. VI. Old Business a. Library Optimization Update- D. Barnes · Implementation of Consultant's suggestions: -New shelving installed in front of library. -Adult collections shifted. -Children's picture books weeded to lower height of shelves. -Removed some video and cd spin racks. -Ordered new magazine racks. County funded the hiring of two consultants: Ewart Wetherill, Paoletti Associates, Acoustics David Malman, Architectural Lighting Design Commissioner Gipstein commended the library staff for providing stellar service in an extremely challenging work environment. b. Library 2000 Update - M. Manzo Steering Committee met with Dolly Barnes, Marcia Manzo, FSL Board members and Foundation Board. The Foundation will handle funds for the "Raising the Roof". The Foundation is actively looking for a treasurer as an additional Board member. Bonnie Stone has conceptual drawing for the art work for the invitations, bookmarks and aprons for the event. The general setting and tone for the event is "swing" so music from the 40's, etc. It will not be formal. There will be a sit-down dinner and the event will cost $50 per person. Discussed asking Godbe Associates to present the pros/cons of placing a bond issue on a March or November ballot. , Discussed an All-City mailing re: status of library. · Discussed eliciting Council support for Library Bond. c. Identification of Potential Audiences for Speakers Bureau. · List of Local Organizations -Kiwanis Club, De Anza / Cupertino / Saratoga -Saratoga Men's Club - Towse -Montalvo Service Group - McDonald -DAR - June -Rotary - Burger -Lions -AAUW - Helen -Chamber of Commerce - Mary Jean -Newcomers - Manzo -Historical Society -Schools -PTAs -Hakone -Saratoga Education Foundation -Pen Women -Senior Center -Saratoga Ministerial Association -League of Women Voters · Outline of Script distributed. · Staff Liaison, L. Bums, to track Speakers Bureau Activities d. Election of Vice Chair Commissioner McLaughlin nominated Commissioner Sessler for Vice Chair. Commissioner Foscato seconded the nomination and Commissioner Sessler was elected Vice Chair 6/0. e. Library Landscape Improvement Update Lori Burns distributed a written plan documenting scheduled improvement. Chair Manzo directed Lori Bums to inform City Staff that the safety items must be addressed prior to the June 26, 1999, special event to manage liability. VII. Reports a. Susan Fuller, ConnO Librarian · _. Addressed some confusion regarding Rohlf's Report - Abandon vs. Expand Library. · JPA February 25, 1999, to decide whether CAC may reduce number of meetings. · There may be a 1 billion dollar Statewide Library Bond issue on the November 2000 ballot. b. Dolly Barnes, Community Librarian Introducing a new service - Reader's Advisory - to assi st patrons select books. c. Marcia Manzo - Library Commission Chair , Advocacy Training: Citizens for Libraries - Sat., March 20, 1999, SF Public Library Registration - $20.00/person April 12 FSL meeting 6 pm at library. Panel discussion on Library Expansion and Libraries in the Future. d. Lori Burns, CiW Staff Representative Currently recruiting for City Attorney, Assistant Engineer, Summer Recreation s Staff, Weekend Custodian. e. Janet McLaughlin, Friends of the Saratoga Libraries See Attached. Library Awareness Week tentatively scheduled for October 11-18, 1999. f. Sally Towse, Library Foundation No Report. VIII. Adjournment Commissioner Foscato made a motion to adjourn the meeting and Commissioner Gipstein seconded the motion.
