I. Call To Order
Meeting called to order at 7:37 pm
II. Roll Call
Commissioners Present: Foscato, Manzo, McLaughlin, Sessler
Commissioners Absent: Ceppos, Grantham, Towse
Others Present: Loft Bums, Irene Jacobs, Janet McLaughlin, Dolly Barnes, Susan Fuller
III. Report on Posting of the Minutes
Pursuant to Government code 54954.2 the agenda was properly posted on February 20, 1998.
IV. Approval of Minutes of February 25.1998 Meeting
Commissioner Foscato made a motion to approve the minutes of February 25, 1998 with
minor corrections. Commissioner McLaughlin seconded the motion and the motion camed.

a. Brainstorming Session: Irene Jacobs distributed revised notes from Saratoga Library,
Friends of the Saratoga Libraries, and the Library Commission. (See attached)
b. Library Consultant: Susan Fuller, County Librarian reported that the county will fund a
Library Consultant to review space utilization of current Library building. Further
discussion tabled until March commission meeting.

a. Funding Expansion: Dolly Barnes, Community Librarian, attended a workshop
presented by the Peninsula Library System regarding campaign strategies for bonds.
b. Library Commission Chair: Marcia Manzo announced that commission members
should consider assuming the chair position as elections will be held at the March
meeting.
VII. Reports
a. Susan Fuller. County. Library: The County is currently involved in 98/99 budget
preparation. This is unusually challenging this year because the Finance position is
currently vacant due to a recent promotion. Fuller also reported that some County
Libraries experienced minor damage during the recent storms.
b. Dolly Barnes. Community Librarian: See Section V.a. Commissioner Bames reported
that the Saratoga Library's courtyard is closed due to storm damaged tree. The City
Public Works Department is aware of the situation and will remedy the problem as soon
as possible. Public Works is currently responding to a number of storm-related critical
situations throughout Saratoga.
c. Marcia Manzo. Library_ Commission Chair: Commissioner Manzo announced that the
March Library Commission meeting would be held at the Book-Go-Round in honor of
the Friends of the Saratoga Libraries' 154 anniversary. Irene Jacobs will facilitate the
presentation of a proclamation acknowledging Mary Jane Fenn in addition to the Friends
of the Saratoga Libraries as a whole and their contributions to the Saratoga Library.
Chair Manzo announced this was Ms. Jacobs last meeting as Staff Representative. Irene
received many sincere accolades from the Commission. Chair Manzo motioned to send
a letter of commendation to the mayor recognizing Irene's contributions and dedication
to the Commission. Commissioner McLaughlin seconded. Motion passed 4/0.
d. Irene Jacobs, City Staff Representative: Ms. Jacobs updated the Commission to
continuing developments at City Hall regarding the reorganization. She also stated she
would follow-up with the Public Works Department regarding the damages in the tree
courtyard. Representative Ms. Jacobs introduced Lori Bums, her successor.
e. J. a net McLaughlin. Friends of the Saratoga Libraries: Janet McLaughlin, who represented
the Friends at the Commission Meeting, announced March activities scheduled to
celebrate the 15th anniversary of FSL. She also reported that she would be replacing Ms.
Foscato as FSL representative to Commission. Ms. McLaughlin stated that
consideration of the merger of FSL and the Foundation is continuing.
f. Sally Towse. Library Foundation: In Ms. Towse's absence, Commissioner McLaughlin
distributed notes from Sally Towse's February presentation to the Good Government
Group on the need of the library expansion. Commissioner McLaughlin suggested the
Commission review Towse's notes and table further discussion until March meeting.
VII. Ad_ioummen~;
Commissioner Foscato made a motion to adjourn the meeting and Commissioner Sessler
seconded the motion. The motion carried and the meeting was adjourned at 9:10 p.m. (4/0)
