Action Minutes
I. Call to Order
Meeting called to order at 7:35 p.m.
II. Roll Call
Commissioners Present: Gipstein, McLaughlin, O'Donnell, Sessler
Commissioners Excused: Foscato, Manzo, Towse
III. Report on Posting of the Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on 3/16/99.
IV. Approval of Minutes of February 24, 1999.
Commissioner McLaughlin moved to approve the minutes of February 24, 1999, with minor
corrections. Commissioner Gipstein seconded the motion and it passed 4/0.
V. Old Business
a. Library Optimization Update - D. Barnes
· The new shelving was shipped late, but will be installed when received by contractor.
· Contracts have been signed with lighting and acoustics consultants.
b. Speakers' Bureau Update
· Commissioner McLaughlin distributed "Frequently Asked Question." He asked those in
attendance to review and submit revisions by April 7, 1999.
· Commissioner O'Donnell requested additional discussion regarding the intent of the talk and
what can interested community members "do next"? To be addressed at the April
Commission meeting.
VI. New Business
a. Advocacy for Libraries Training Report
Training canceled due to insufficient enrollment.
VII. Reports
a. Susan Fuller, County Librarian
· Expressed appreciation for Saratoga Council's Proclamation recognizing her Librarian Of
the Year Award.
· Library Legislative Day in Sacramento April 27, 1999. Bond bill to be discussed.
· Library Legislative Breakfast in Palo Alto - April 24, 1999. Rubin Bartales, President of
JointVenture, and Ron Gonzales, Mayor of San Jose, to speak.
· Role of Library in Y2K issues on April 14s' CAC agenda.
· County Budget preparation underway. Working on NT order. Y2K language has slowed
purchasing process.
b. Dolly Barnes, Community Librarian
· Adult author series scheduled for May.
c. Marcia Manzo, Library Commission Chair
No report.
d. Lori Burns, City' Staff Representative
· Will be meeting with a volunteer interested in weeding, pruning, and raking library'
courtyard.
· Facilitated Certificate of Insurance for the June "Raising the Roof" event.
· Distributed new commission roster. Will add e-mail addresses and re-distribute.
· Reported on Special Sign Permit process.

Read and discussed Kobayashi Memo to Saratoga Library Commission dated 3/16/99.
IX. Adjournment
Commissioner O'Donnell made a motion to adjourn the meeting and Commissioner Gipstein
seconded the motion. The motion carded and the meeting was adjourned at 9:00 p.m. (4/0).
