I. Call To Order
Meeting called to order at 7:37 pm

Commissioners Present: Ceppos, Foscato, Manzo, McLaughlin, Sessler, Towse
Commissioners Absent: Grantham

III. Report on Posting of the Minutes
Pursuant to Government code 54954.2 the agenda was properly posted on March 19, 1998.
IV. Approval of Minutes of February 25.1998 Meeting
Commissioner Sessler made a motion to approve the minutes of February 25, 1998 with
minor corrections. Commissioner Foscato seconded the motion and the motion carried. (6/0)
V. Old Business
a. Library Consultant Update
Chair Manzo announced that a meeting with Bob Rohlf, Library Consultant, and the
commission is scheduled for April 20, 1998, at 7:30 in the ECC at Saratoga City Hall.
b. Library Commission Chair Election
Commissioner Towse nominated Chair Manzo for re-election to Chair. Commissioner
Ceppos seconded. Chair Manzo accepted nomination and was confirmed. (6/0)
c. Internet Access
Teri Jones, concerned citizen and member of Friends of the Libraries, expressed her
concerns regarding access to pornography on the Internet.
Chair Manzo reported that the JPA is wTestling with this issue and that a recommendation
from the Commission is due April 23. Discussion ensued. The Commission reached
consensus that while restricting access to any information was not desirable, filters on
some of the computers in the Children's Room only were acceptable with following
stipulations: Staff not required to police patrons' activities and patron choices for filters

be available. The Commission felt strongly that the adult area terminals be left alone until
technology allowing for a menu choice selecting filters was available to patrons.
VI. New Business
a. Report on Good Government Group Presentation on 2/25/98: Commissioner Towse
Commission entertained development of a flyer highlighting questions and responses
discussed at GGG presentation.
b. Revisit Poll: Manzo
Chair Manzo reiterated that the poll demonstrated overall support of library services.
e. Jan Stypula Correspondence
Stypula submitted an invoice for work performed from August 1997 through November
1997 pertaining to the proposed Library Expansion project. The City refused payment.
The Commission tabled discussion of the validity of the invoice until Me April meeting.
Lori Bums, Staff Liaison, was asked to research the date of the contract between Saratoga
and Spencer Associates as well as the cease work notification.
VII. Repogs
a. Susan Fuller, County Library
Budget preparations continue on the County level. Budget concerns: upgrading
computer operating systems to NT and centralizing maintenance. Board of Supervisors
recently recognized Library Pages' Bargaining Unit. Pickets may be seen around the
county.
b. Dolly Barnes, Community Librarian
Noise in Library - Ms. Barnes reported that she met with Mr. Farmer, Redwood Middle
School Principal, to discuss students' behavior while in the library. Mr. Farmer
supported Library staWs concern and addressed this issue at a student assembly. Ms.
Barnes wrote an article about acceptable library decorum for students that was published
in Redwood's Parent Newsletter. Signs reminding patrons to lower their voices have
been posted. A reduction in the noise level has been noted. Warner Hutton House
continues to develop its Homework Center for middle school students. The Library will
support this effort by donating resource materials.
The first program in a series for Adults was held 3/18/98. Over 70 people attended..
c. Marcia Manzo, Library Commission Chair
Chair Manzo announced that the Library Commission's joint meeting with City Council
has been scheduled for Tuesday, April 21, 1998 at 7:30pm in the ECC at City Hall. This
meeting will replace the regularly scheduled meeting on Wednesday, April 22.
d. Lori Burns, City Staff Representative
The storm damaged tree has been removed from the courtyard. Plans for replacing the
tree will be placed on a future agenda.
e. Janet McLaughlin, Friends of the Saratoga Libraries
Celebrations for the 15~ Anniversary of the FSL are underway. Some were better
attended than others. FSL is recruiting commission members to help at the Celebrate
Saratoga booth.
f. Sally Towse, Library Foundation
No report.
VIII. Adjournment
Commissioner Foscato made a motion to adjourn the meeting and Commissioner
McLaughlin seconded the motion. The motion carded and the meeting was adjourned at
9:15 p.m. (6/0)
