Call to Order The meeting was called to order at 7:32 p.m. II. Roll Call Commissioners Present: Ceppos, Foscato, Grantham, Manzo, McLaughlin, Towse Commissioner Absent: Sessler Others Present: Dolly Barnes, Susan Fuller, Irene Jacobs, Bryan Godbe III. Report on Posting of Commission Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on March 21, 1997. IV. Approval of Minutes of February 26. 1997 Meeting Commissioner Foscato made a motion to approve the minutes of the February 26, 1997 meeting. Commissioner Towse seconded the motion and the motion carried. (6/0) Commissioner Ceppos made a motion to move the items listed under New Business to the top of the agenda so that Bryan Godbe, who was listed as a New Business item, would not have to wait in order to address the Commission. Commissioner Foscato seconded the motion and the motion carried.(6/0) VI. New Business a. Presentation by Bryan Godbe: Bryan Godbe, who had been a major player in the Measure A Campaign, spoke to the commission about polling and library measures. Mr. Godbe passed out materials related to planning a library expansion but the majority of his presentation focused on polling. b. Recognition letters: Commissioner Towse made a motion to send letters of recognition and appreciation to 1) Richard Dyer's widow in his memory and to 2) Bobby Peacock for her years of service on the Commission and as a library volunteer. Commissioner Ceppos seconded the motion and the motion carried. (6/0) V. Old Business a. Library Visits:Dave Mclaughlin shared his ideas (along with a written summary) about his visits to the libraries of Clayton and Vacaville. Marcia Manzo, Chair of the Library Commission, again requested that all Commissioners forward their comments regarding the various library tours to Commissioner Grantham who would be compiling everyone's comments. a. Library Expansion Process: Staff member Jacobs reported to the Commission that the City Council had approved the library expansion process that had been proposed by the Library Commission at the City Council's March 19, 1997 meeting. Since the expansion process had been approved by the Council, staff member Jacobs would proceed with the RFP process. There was discussion about the possibility of the architect conducting the proposed focus groups after the architect had been selected and before the preliminary drawings had been completed. The Commission agreed that the architect should be hired to conduct the Focus Groups; wait for the results of the polling, should one be conducted, and then proceed with the preliminary drawings. Commissioner Mclaughlin made a motion that he be selected to speak to the Friends of the Library and request that they fund the polling research that would be conducted for the sake of the expansion. Commissioner Towse seconded the motion and the motion carried. (6/0) Marcia Manzo, Commission Chair, asked Commissioners to continue brainstorming regarding who would be an appropriate Campaign Chair for the Library expansion. VII.Reports Susan Fuller, County Librarian: Ms. Fuller shared with the Commission some issues that the County was dealing with in regards to Internet Access in the south county. She also reminded the Commission that the Peninsula Library System and South Bay Cooperative Library System would hold their annual breakfast for local governments officials and community leaders on Saturday 4/19/97 in Menlo Park. DolLy Barnes, Community Librarian: Ms. Barnes reported that the Saratoga Chamber of Commerce was regularly holding its board meetings in the Library Community Room. Marcia Manzo. Chair of the Library Commission Marcia Manzo reported that she had submitted the application from the Rotary Club to request that a digital communicator be added to the library's sprinkler system that would allow for the Fire Station to be automatically notified should the system be activated. She has not yet received a response from the Rotary Club. Irene M~ Jacobs, City Staff Representative:Staff member Jacobs gave the Commission an update on issues relating to the city's budget and pending reorganization. Cathy Foscato, Friends of the Library: Commissioner Foscato reported that the Friends of the Library would hold their semi-annual Book Auction from April 9-13 in the Library Community Room. The Friends have received a great collection of donated books and are expecting this auction to be very successful. Sally Towse, Library Foundation: none VIII.Oral and Written Communications: The chair shared with the Commission that a resident had asked what entity was responsible for setting the rates for the Community Room and how the collected fees are spent. IX. Adjournment Commissioner Grantham made a motion to adjourn the meeting and Commissioner McLaughlin seconded the motion.
