I. Call To Order
Meeting called to order at 7:30 p.m.
II. Roll Call
Commissioners Present: Foscato, Grantham, Manzo, McLaughlin, Sessler, Towse
Commissioners Absent: Ceppos
Others Present: Bob Rohlf, Library Space Consultant; Stan Bogosian, Council Member;
Dolly Barnes, Lori Bums, Susan Fuller.
III. Report on Posting of the Minutes
Pursuant to Government code 54954.2 the agenda was properly posted on April 9, 1998.
IV. Approval of Minutes of March 25, 1998 Meeting
Commissioner Foscato made a motion to approve the minutes of March 25, 1998 with minor
corrections. Commissioner McLaughlin seconded the motion and the motion carded. (6/0)
V. Old Business
a. Library Consultant Update
Bob Rohlf, Library Space Consultant, explained his strategy for assessing the space
utilization at Saratoga Community Library. Mr. Rohlf's preliminary commentary revealed
a perceptive and accurate appraisal of the current assets and deficits of the Library.
Mr. Rohlfindicated that a written draft of his report would be submitted for review by the
end of May. His report would outline problems, solutions, and costs.
Mr. Rohlf will retum to deliver his final report to the Commission. Discussion ensued
regarding videotaping Mr. Rohlf' s final report to the Commission and possibly inviting
the Council to attend this presentation.
b. Jan Stypula Correspondence
Jan Stypula, Spencer Associates, submitted an invoice for professional services dated
August 1, 1997 through December 31, 1997. Chair Manzo stated that the City entered into
a contract with Stypula effective October 1, 1997, however the contract was not signed
until October 13, 1997. The Library Commission voted to cease work covered by the
contract on November 12. Irene Jacobs notified Jan Stypula on November 13.
Commissioner Sessler moved to table the subject until additional information was
available. Commissioner Foscato seconded the motion and it carried. (6/0)
VI. New Business
a. April 21, 1998 Presentation to City Council
Joint Session to be held in the Adult Day Care center on April 21, 1998 at 7:00 p.m.
Subjects to be discussed include Internet Access and the Space Consultant. Chair Manzo
encouraged Commissioners to speak freely and openly to the Council.
VII. Reports
a. Susan Fuller, County Librarian
The Task Force regarding Internet Access is to make its presentation to the JPA on
Thursday, April 23.
A Legislative Breakfast is scheduled for May 9, 1998, at the Stanford Park Hotel. Call
(650) 349-5538 for more information and reservations.
County budget proposal will include NT upgrades.
b. Dolly Barnes, Communi~ Librarian
.5 FTE from extra staff has been reclassified as regular staff.
c. Marcia Manzo, Library Commission Chair
Chair Manzo and Commissioner Foscato travelled to Milpitas for a CAC meeting on
4/15/98. The meeting was cancelled due to a lack of a quorum. The usefulness of CAC
meetings 4x/yr. was examined. The possibility of a County-wide Commission meeting
pertaining to building and space usage was discussed.
d. Lori Burns, City Staff Representative
Matehals and records need to be reviewed for archiving. Chair Manzo will meet with
Lori to facilitate.
e. Janet McLaughlin, Friends of the Saratoga Libraries
Commissioner McLaughlin distributed a written report from Janet McLaughlin in her
absence. Friends of the Saratoga Libraries may be asked to create name tags/badges for
Library Commissioners to be worn at Special Community Events.
f. Sally Towse, Library Foundation
No report.
VIII. Adjournment
Commissioner Sessler made a motion to adjourn the meeting and Commissioner
McLaughlin seconded the motion. The motion carried and the meeting was adjourned at
9:05 p.m. (6/0)
