Saratoga Community Library
April 23, 1997

Action Minutes
I. Call to Order
The meeting was called to order at 7:33 p.m.
II. Roll Call ~
Commissioners Present: Ceppos, Grantham, Manzo, McLaughlin,
Sessler, Towse
Commissioner ~bsent: Foscato
Others Present: Dolly Barnes, Janice Yee, Irene Jacobs,
Councilmember Stan Bogosian, Bernice Giansiracusa
III. Report on Posting of Commission Agenda
Pursuant to Government Code 54954.2, the agenda was properly
posted on April 18, 1997.
IV. Approval of Minutes of March 26, 1997 Meeting
Commissioner Ceppos pointed out that the minutes incorrectly
read that she was neither present nor absent from the March
26th meeting. She asked that the minutes reflect that she was
present at the March meeting. Commissioner McLaughlin made a
motion to approve the minutes of the March 26, 1997 meeting
with the listed corrections. Commissioner Towse seconded the
motion and the motion carried. (6/0)

V. Old Business
a. Library Visits: A trip to the Vacaville Library was
scheduled for May 19th @ 9:00 a.m. for any interested
commissioners.
b. Expansion Committee: The following individuals had been
selected by their respective organizations to represent them
on the library expansion committee:
-Friends of the Library: Ruth Gipstein
-Heritage Preservation Commission: Robert Peepari
Carolyn King
-Planning Commission: yet to be decided
-City Council: Councilmember Stan Bogosian
Commissioner McLaughlin made a motion to hold the first
Library Expansion Committee on May 28,_ 1997 at 6:30 p.m. in
the community room at the Saratog~ Community Library.
Commissioner Ceppos seconded the motion and the motion
carried. (6/0)
It was decided that a pre-proposal meeting for all interested
architectural firms would be scheduled as soon as possible in
order to answer the repetitious questions that were being
asked regarding the library expansion. Commissioner Manzo,
Commissioner Ceppos, Dolly Barnes, staff member Jacobs and a
County Library representative would attend and the meeting.
VI. New Business
Ms. Dauber was unable to attend the meeting but arrangements
will be made for her to attend a meeting at a later date.
There was a report from Janice Yee explaining the County's
position regarding Internet Access and the issues surrounding
restricting access to minors. There was extensive discussion
of the issue and as a result Commissioner McLaughlin made a
motion to have Marcia Manzo's vote at the next CAC meeting
reflect the position of the Saratoga Library Commission which
is that the County Library should not censor the Internet.
Commissioner Ceppos seconded the motion and the motion
carried. (6/0)
VII.Reports
Jan%ce Yee, Deputy County Librarian: Ms. Yee informed the
Commission that after she retires, the new Deputy County
Librarian would be Julie Farnsworth. She also reported that
there was a JPA meeting scheduled for Thursday, April 24, 1997
at the Quinlan Center in Cupertino to discuss the budget.
Dolly Barnes, Community Librarian: Ms. Barnes reported that
the Saratoga Library had filled a new full-time position,
Senior Library Clerk. This position would take a leadership
role in working with volunteers. The circulation for March had
exceeded 70,000 volumes.

Irene M. Jacobs, City Staff Representative:Staff Member Jacobs
gave the Commission an update on issues relating to the city's
budget and reported that Commissioners Ceppos, Towse and
Grantham had all been reappointed by the City Council for
another term.
Dernice Giansiracusa, Friends of the Library: Commissioner
Foscato was not able to attend the meeting so Bernice
Giansiracusa reported on the Friends of the Library financial
situation and the feasibility of the Friends providing the
funding for the library expansion poll.

VIII.Oral and Written Communications: The chair shared with the
Commission that the Rotary Club had approved their grant that
would enable a $2,000 enhancement to be installed with the
current sprinkler system in the library.
IX. Adjournment
Commissioner Sessler made a motion to adjourn the meeting
and Commissioner Ceppos seconded the motion. The motion
carried and the meeting was adjourned at 9:45 p.m. (6/0)
