A. Discussion of Public Opinion Survey for Library
Commissioner Fran Krezek reported that the
agreement with Riple¥ Associates for architectural
services for the Library expansion project was not
approved by Council at the September 16 Council
meeting due to the budget situation. She added
that Council directed staff to work with the
Library Commission to survey the Community in order
to assess the urgency for the expansion and the
Community's willingness to pay for the expansion
project. Krezek explained that she and
Commissioner Watkins met with the City Manager for
further direction regarding the survey, She then
reviewed the information prepared by Watkins
regarding the planning and coordination of a
survey.
The Commission members discussed the information
presented to them and decided that it would be
necessary to meet before the next regular meeting
on October 28. Staff representative Karen Campbell
was requested to schedule a study session during
the week of October 12th.

A. Impact of State Budget Cuts on Library Services
County Librarian Susan Fuller reported on the
impact of the budget cuts on Library Services. She
noted that the County Library system budget will be
reduced by $1.6 million to compensate for State
engendered losses. She noted that 27% of this
amount would be from the book budget and the
remainimg amount from salaries. She discussed the
County's proposal to close Alum Rock Library in
order to minimize the losses to other cities'
services. She noted that if Alum Rock were closed,
Saratoga would not lose hours; however, if Alum
Rock remained open, Saratoga's loss would be two
hours per week (3.7%).
Fuller closed her discussion byexplaining that the
Board of Supervisors would be hearing the Library's
budget on October 6, 1992, and that ComJmissioners
should share their opinions regarding the proposed
budget with the Board of Supervisors.
