Meeting called to order at 7:30 p.m.
II. Roll Call
Commissioners Present: Foscato, Manzo, McLaughlin, Sessler, Towse

Ill. Report on Posting of the Minutes
Pursuant to Government code 54954.2 the agenda was properly posted on December 3, 1998.
IV. Approval of Minutes:
Commissioner Sessler moved to approve the minutes of August 26, 1998. Commissioner
Towse seconded the motion and the motion Carried. (5/0)
Commissioner Sessler moved to approve the minutes of September 16, 1998, with a minor
correction. Foscato seconded the motion and the motion carried. (5/0)
Commissioner Towse moved to approve the minutes of October 20, 1998. Commissioner
McLaughlin seconded the motion and the motion carried. (5/0)
V. Old Business
a. Summation - Space Consultant Report/Presentation
- Increased Community Awareness and Interest since October 20, 1998, report.
- Live audience turnout disappointingly low.
- Video tape of presentation may be edited and used for educating community of Library
needs in the future.
b. Landscaping Improvement Update
- Landscape and safety issues to be addressed by City Staff in the beginning of 1999.
- Landscape improvements - City staff is getting cost estimates for capital expenses.
- Funding for landscape improvements and maintenance not yet determined.
c. Library Building Optimization Update
Phase, I completed
Lounge chairs moved to rear of building.
New shelving.
Phase II out to bid
Periodical shelving.
Phase IH pending
Grand shift.
Waiting for final report from Acoustic Consultant.
Lighting Consultant preparing two solutions-one grand, the othor quick and dirty.
d. Status on Library Commission Vacancies
Council extended recruitment.
e. Library 2000 update
Steering Committee formed.
Gala event planned for April 24, 1999 at the library.
VI. New Business
a. Development of Speakers Bureau
Identify target audience - Jan 1999 meeting.
Sally Towse to coach train commissioners - Feb. 1999 meeting.
VII. Reports
a. Susan Fuller, County Librarian
JPA - To discuss revision of building expansion policy - not enough funding. Three new
members to JPA - Campbell, Monte Serenno, Milpitas.
New Saratoga CAC Representative - Ed Sessler.
All Commission Meeting canceled - No quorum.
b. Dolly Barnes, Community
New telephone system installed. Press "0" to connect with human.
FOL meeting 1/I 6/99. Topic - Funding of Saratoga Library.
Susan Fuller received Librarian of the Year 1998 from the National Library Joumal.
c. Marcia Manzo, Library Commissiou Chair
No report.
d. Lori Burns, City Staff Representative
Possible appointment of new staff liaison to Library Commission.
e. Janet McLaughlin, Friends of the Saratoga Library
1999 Membership Drive
- Renewals and new members down, but donations up.
Low attendance at meetings/representations remain a concern.
November newsletter included a survey.
f. Sally Towse, Library Foundation
No report.
VII. Adjournment
Commissioner Foscato made a motion to adjourn the meeting and Commissioner Sessler
seconded the motion. The motion carried and the meeting was adjoumed at 9:10 p.m. (5/0)
