Commissioner Foscato made a motion to approve the m:~.nt~t,es el:
the Novem~>er 20 meeting. Commissioner McLaughlin ::.econded the
mot/on and the motion carried. (6/0)
Old Business
a. _L_iD.~,~'~. l~1%~it.s.: Commissioner Towse made a motion to table
the discussion regarding the visit to neighboring libraries
until after the joint meeting with the City Council. She
explained that since the focus of the Library Commis~,ion coulrt
possibly be changed after the joint meeting it would be better
te wait. Cathy Foscato seconded the motion and the motion

puoposail. that would be presented to t'he City Cc. unc:', h ~t.. the
joint Council/Library Commission meeting were distributed to
commissioners. There was ample discussion ~nd final revisions
were recommended.
Commissioner Foscato 'made ~ motion to accept this Einal
version of the proposal of the Library Expansion with the
recommended changes. The motion was seconded by Comm:[ssioner
Ceppos and the motion carried. (6/0)
Commissioner McLaughlin will prepare the final document and E-
M~]il the finall version to Irene Jacobs who will then keep the
document in the city Manager's office so that Commissioners
can stop by at their .leisure to sign the document before the
joint meeting with the City Council.
There was d[Lscussion among the. Commission a:!~ to the best way
to present the information to the City Council, DiaLogue
revolved around the various questions that could possible be
asked, the options from which the Council could ct~oose and the
vi=al information that needed to be reI. ayed to the city
council by t~e commission,

Susan Fuller reported that her office was preperin9 for the
January JPA mee=ing that would be held i.n CupertJ..no~ She also
updated the Commission to the efforts that we~:e being made by
the County .in the area of Internet Education during the
following months in libraries throughout the County.
The Mercury News will be sponsoring a symposium in March on
the Internet and they are currently schedul:l. ng [l. nteract].ve
training sites on the Intomet in conjunct:[o~t with the ~[ec[:~
Museum in San Jose,

Dolly Barnes reported that it looks as if the Saratoqa Library
budget will be able to cover the costs of Sunday hours :flor the
next year, She also reported that the l[.brary w:[l.1 be
inaugurating a new service called the "Best Seller Collection"
Program. The program allows for additional coptics of best
seller titles to become available to the public. The program
restricts the borrower to check out the book: for only a one
wr3~ek period as opposed to the customary three week period
enabling a quicker turn-over. This program 'is being funded by
the Friends of the Library.

Irene Jacobs updated the Commission to the status of Measure
L (Utility Users Tax), She reported that absentee ba.llots had
f:i. nally been counted and that the measure did not pass. Irene
shared with the Commission information that had been provided
to the City Council regarding the impact that the loss of
revenue would have on the city in the years to follow.
Commissioner Foscatc was unable to stay for the remainder of
the meeting so Pat Mahter, who was also present at the
meeting, updated the Commission to new developments of the
Friends of the Library.
Pat reported that their are currently 850 households h~:~td
memberships with the Friends of the Library. S,~e explained
that the Book-Go-Round's profits are continuing to increase
anti theft their t,~st auction was very successful. She sh:~red
that members of the Friends of the Library felt :hat prov.idJ. ng
the funding to cover Sunday hours was the best publ,icity that
the Friends have done so far.

Commissioner McLaughlin made a motion to adjourn the meeting
and Commissioner Ceppos seconded the mot[.on, q~he motion
carried and the meeting was adjourned at 8:'25 p.m~ (6/0)
