I. ORGANIZATION
A. ROLL CALL
Present: Commissioners Pierce, Ward, Valtone, Franklin
Clemens, Pakula
Absent : Commissioner Saunders
Others Present: Roy Swanson, Sharon Trejo, Perry and
Hazel Skinner, Blanca Jones
Chairman Vallone called the meeting to order.
B. MINUTES
The minutes of the October 7, 1985 were approved as read.
OLD BUSINESS
A. PARKS MASTER PLAN
1. Report of Park Development Fund Balance
Park Development Fund Balance as of June 30, 1985 was
$530,988. Dan suggested scheduling a joint meeting
with the City Council to discuss the possibility of
making funds available to spend on park needs. The
report to Council on the park update will also be
discussed at that time.
B. HORSESHOE PITS AT EL QUIT0 PARK
Mr. and Mrs. Perry Skinner were present to discuss
the concerns indicated in their letter to the Mayor
of September 22nd which was forwarded to the Parks
and Recreation Commission for review. The Skinner's
asked to have the horseshoe pits in E1 Quito Park
removed because of the daily flaunting of drunken
behavior, loud, obscene language, urinating and
defacating in public by the users of the horseshoe
pits. Commissioner Pierce felt that removing the
pits is too drastic a remedy, suggested dealing with
element causing the problems, an area in which he
feels the police have not been effective.
Commissioner Vallone recommended using the CSO's to
provide more intense surveillence of the area for a
two month period, during peak hours, to enforce the
"no alcohol" ordinance might help control the
problem. No further action will be taken until the
CSO's submit a report on park activities.

IV. COMMISSION AND STAFF REPORTS
A. PRESERVATION AND REMOVAL OF WARNER HUTTON HOUSE FROM
ROUTE 85 TRANSPORTAION CORRIDOR TO CENTRAL PARK ORCHARD
The Commission briefly discussed the Heritage
Preservation Commission's request to preserve and
remove the Warner Hutton House from the Route 85
Transportation Corridor to the Central Park Orchard.
All Commissioners approved of the plan with the
exception of Commissioner Franklin. She voiced
concerns that this might be just the beginning of
adding to Central Park Orchard until the original idea
of preserving the orchard is lost. The Commission
also expressed a desire to clarify responsibilities of
each of the agencies involved. Specific questions
include: who will determine where the house is to be
relocated, and where the funds will be coming from.
Commission does not feel Park Development Funds should
be used for this project.
V. COMMUNICATIONS
A. LETTER FROM DR. RABINOWITZ RE: WILDWOOD PARK
Commission will respond to Dr. Rabinowitz and send a
map of Saratoga's park facilities.
B. LETTER FROM CITIZENS RE: EL QUITO PARK
On request of Senior Citizens of Saratoga Court the
adjoining E1 Quito Park will be locked in a effort to
the problem of the public using private roadways to
gain access to the park.
C. CONGRESS SPRINGS PARK MASTER PLAN
Blanca Jones, representative of the AYSO was present
and requested a copy of the Congress Springs master
plan for her group to study before giving their input
as to the leagues requirements in regard to
development of Congress Springs Park.
