Chairman Vallone called the meeting to order.
I. ORGANI ZATI ON
A. ROLL CALL
Present: Commissioners Ward, Vallone, Franklin, Saunders,
Pierce. Absent: Pakula, Clemens.
Others Present: Dan Trinidad, Roy Swanson, Sharon Trejo,
Joan Pisani, William Sheridan, Thomas Reddick, Bill
Hallman.
B. MINUTES
Minutes of the October 13, 1986 meeting approved as read.
C. COMMISSION ORGANIZATION - ELECTION OF CHAIRMAN, VICE-
CHAIRMAN, & SECRETARY
John Saunders, Mark Pierce and Rich Vallone were
nominated for Chairman. Mark Pierce declined his
nominationand, after votes were counted, Rich Vallone
was again elected Chairman. Terry Ward was nominated and
elected Vice-Chairman, Dan Trinidad remains as secretary.
II. OLD BUSINESS
A. PUBLIC HEARING - DOGS IN PARKS
William Sheridan and Thomas Reddick spoke at length of
the continuing problem of dog owner's irresponsibility
in keeping their pets on a leash and cleaning up after
them in the City's parks and the frustration they feel
because the leash laws are not being adhered to, nor
enforced. They also pointed out that the park workers
are subjected to these messes when trying to care for the
parks. Bill Hallman, Parks Maintenance Worker,
acknowledged that there is a serious problem in all the
parks and also expressed his concern about the dogs
running loose and destroying the landscape. The
Commission believes that the present laws are adequate
but since it has been demonstrated that they are not
being enforced, recommends banning all dogs in all parks.
B. REVIEW OF DRAFT OF CITY-WIDE PARKS AND& RECREATION
SURVEY
Chairman Vallone welcomed Joan Pisani, Recreation
Superintendent, to the Commission. Joan collected the
drafts of the direct-mail questionnaires from the
Commissioners. After asking for comments and suggestions
on the structure and content of the questionnaire,
explained that it will be mailed to all Saratoga
residents, hoping that the responses will indicate
recreation needs of the community. It was suggested we
use Saratoga News and San Jose Mercury News, as well as
Channel8 Community Services Bulletin Board, to promote
citizen response to the questionnaires. Volunteers in
shopping centers might also be utilized. Joan expects
the questionnaires will be mailed toward the end of
February.
III. NEW BUSINESS
A. CONSIDERATION OF CDBG FUNDING
Projects the Commission would like to have considered for
CDBG Funding include: group barbeque and picnic area for
seniors in E1 Quito Park, a bridge from the parking lot
into Wildwood Park to provide handicap access, 911
hotlines in the parks for public safety, provide wages
for additional code enforcement officer to patrol parks.
IV. COMMISSION AND STAFF REPORTS
A. DISCUSSION WITH RECREATION SUPERINTENDENT RE:INTERFACE
WITH COMMISSION ABOUT COMMUNITY CENTER ACTIVITIES
Joan reported that the winter session is about to begin
and the spring brochure is nearly ready for printing and
will be out soon. The Senior Center is building a day-
care center for seniors. Start-up costs will be
approximately $40,000 and it will be open 2-3 days a
week. Community Center activities that will utilize City
Parks include: summer nature camps, Easter camp, pre-
soccer workshops amd tennis lessons.
V. ADJOURNMENT
The meeting was adjourned at 9:30 p.m. to 7:30 p.m.,
February 2, 1987 in the Senior Lounge.
