Chairman Vallone called the meeting to order.
I. ORGANIZATION
A. ROLL CALL
Present: Commissioners Franklin, Pakula, Pierce, Saunders
Vallone and Clemens Absent: Commissioner Ward

B. MINUTES
Minutes of the March 2, 1987 meeting approved as read.
II. OLD BUSINESS
A. DOGS IN PARKS
The Parks & Recreation Commission's report to Council
stating that dogs should be banned from Saratoga's parks
has raised the consciousness of dog owners and most are
now keeping their dogs on leashes. It remains to be seen
whether or not there will still be a problem with
cleanup. CSO's are regularly citing violators.
III. NEW BUSINESS
A. EL QUITO MASTER PLAN
Dan showed a draft of the original master plan with new
improvements highlighted. The new entrance shows a 30"
high wall with a bench and bicycle racks. The entrance
may be moved back to allow for a few parking spaces.
Commissioner Pierce suggested the bike rack be moved
inside the fence for security reasons. The gazebo in
senior par course area will be eliminated and a
handicapped or senor picnic area will be added. Plans
call for reconstruction of the soft ball field, backstop,
player benches and bleachers. The plan should be
presented to Council for approval as soon as possible
along with a cost estimate and submitted to the State by
June 30th to be eligible for funding in fiscal 87/88.
Improvement designs will be done in-house, construction
will go out to bid.
B. EVALUATE MEDIAN REHABILITATION
The Commission' s highest priority in median
rehabilitation is to push for the completion of the
railroad to Prospect section of Highway 85. Commission
is satisfied with the work done so far and feels the
quality of the plant material is excellent.

C. UPDATE TRAIL PLAN
The Commission's priority work item will be the study of
the entire trail master plan.
IV. COMMISSION AND STAFF REPORTS
A. C.P.S.R.P.C. CONFERENCE REPORT
Commissioner Clemens gave a report on the California and
Pacific Southwest Recreation and Park Conference held
March 12 - 15 in San Francisco.
B. RECREATION DEPARTMENT REPORT
Kim Saxon-Heinrichs reported on the recreation programs
for spring and summer.
V. ADJOURNMENT
The meeting was adjourned at 9:16 p.m. to 7:30 p.m.,
Monday, May 4, 1987, in the Senior Lounge.
