SARATOGA PARKS AND RECREATION COMMISSION
TIME: Monday, October 5, 1987

Chairman Vallone called the meeting to order at 7:35
p.m.

Others Present: Marianne Swan, Dave Johnston, Ed

Mary Lee Hoynes, Betty Peck, Nathan Carn, Yitka Cymbal,
Kim Malancz, several supporters of the Community Garden,
representatives of various homeowner's groups that
border Azule Park.
Minutes of the September 13, 1987 meeting approved as
read.

Agenda was posted on City Hall kiosk, September 30,
1987.

After a lengthy discussion on evaluating the trails,
the Commission decided to contact John Terry and see if
he would be willing to meet with the Commission on a
Saturday, give an overview of the trail system, go to a
trail site and discuss what to look for in evaluating
the trails, and recommend how to proceed from there.
Public Hearing opened at 7:45
Dan explained the reasons for calling a public hearing
and introduced Marianne Swan who passed out a proposal
from Saratoga Community Gardens to the Community. She
presented a slide show of the garden showing various
activities and garden settings. Dave Johnston of Youth
Science Institute displayed an artist's concept of how
the Garden might look after relocation to Azule Park
and explained the "cycle of life" concept that is used
by the garden.
Ed Gomersall had questions regarding access for school
children across Azule Park, security from vandalism,
aesthetics, pedestrian access to Kevin Moran Park when
the freeway is completed, also expressed concern about
plan to house animals on the property.
Wayne Jerves, 20099 Sea Gull Way, expressed concern
about the increased parking need and partying problem,
pointed out that this is a residential area and is not
equipped to handle the additional traffic. Stated that
developer deeded Azule site to City as a park and is
reluctant to lose open space. Questioned if gardens
would be proper use of land. Feels City is moving too
fast in trying to relocate gardens to Azule.
Dan stated that this is only the first step, an
informational meeting. He also agreed to contact the
City attorney to be sure whether or not the Community
Garden would be legal use for Azule Park.
Joan Greene, 12350 Goleta, wanted to know if the Garden
would be opened to the public. Expressed concern over
neighborhood losing a place to take walks. She also
took this time to mention that she has been asking for
three years to have the trees trimmed so the sheriff
can see into the park to control parking and drinking.
Commissioner Pierce pointed out that Azule will not
always remain a greenbelt, will be developed
eventually, so traffic and parking problems will have
to be faced someday.
Mr. Jerves wants the park to remain undeveloped.
Cindy Rockwood, Community Garden Board, stated that
the Garden educates its members and visitors to use
~ood manners, and consideration in walking and parking
in the neighborhood, so they are not problem neighbors.
Mary Lee Hoynes, President of Greenbriar Homeowner's
Association, wanted to know how many people and cars
are expected to be there daily. She was also concerned
about noise animals might make, smell, where would they
be kept, would they be locked up at night? Also
worries about accepting the Garden and then not being
able to live with the problems.
Marianne Swan said there would be a maximum of 12 cars
or 1 bus and that the animals are not noisy and there
would be no odor.
Dave Johnston stated that the use permit can be
changed if homeowner's decide that animals are
objectionable.
Mary Lee Hoynes complained that there was not enough
notice, no time to get homeowner's together, so they
are not well represented.
Dan stated that we did a direct mailing using the
Planning Commission standards of zoning change and
notified neighbors within 500 ft.
Betty Peck, teacher at Saratoga school, thanked the
Commission for its interest in the Garden and stated
that the Garden is very important to school children.
Nathan Carn, student from Los Gatos, commented that the
Garden is also important to Los Gatos school children
as well as to others in the county.
Chairman Vallone recommended the Community Garden and
the various homeowner groups get together to work out
what they want, decide on controls, and then come back
to the Commission with a proposal.
Public hearing adjourned at 8:40 p.m.
Park Use Policy will be reviewed at the November
meeting.
Yitka Cymbal, representing the developer of Tract 7770
Chadwick Place, described the present trail alignment
and their proposal to modify easement. Commission
approved the request and advised the developer to
provide the alternate easement as proposed and extend
it along the easterly property line of lot #6 to the
point where the original easement ended.

The meeting was adjourned at 9:15 to 7:30 p.m., Monday,
