HomeMy WebLinkAbout11-02-1987 Parks and Recreation Commission Minutes MINUTES SARATOGA PARKS AND RECREATION COMMISSION TIME: Monday, November 2, 1987 PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Chairman Vallone called the meeting to order at 7:35 p.m. I. Q~~Q~ A. EQLL_~ALL Present: Clemens, Franklin, Pakula, Saunders, Vallone, Ward. Absent: Pierce Staff: Dan Trinidad, Roy Swanson, Sharon Trejo, Joan Pisani Commissioner Ward asked that the minutes of the October 5, 1987 meeting be corrected to show that he was present. Commissioner Franklin wants it noted in the minutes that she suggested meeting with previous Commissioners to discuss the Trail Master Plan. Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on October 28, 1987. Commissioner Vallone feels the Commission should not spend time developing criteria and evaluating trails for a report if the report will not be utilized. Dan stated that the Council will have the opportunity at the Joint Meeting to clarify its wants. Commissioner Ward pointed out that the Safety Commission is working on the same thing and that we should all work together. Dan agreed, adding that the people involved should have a lot of interest in the project but should not go into too much detail. The Master Plan should delineate, not try to answer all questions. In answer to Commissioner Franklin's question of trail maintenance responsiL ~ity, Dan stated that the u cy is responsible but there is no regular trash control. The City has been using the PSP Program at Elmwood to clear pathways and walkways. Joan Pisani requested the Commission's assistance in providing general direction for the recreation program and to develop a priority system for use of the parks. Commissioner Vallone pointed out that the City has limited facilities and would hate to have them all tied up with organized use. He cited as an example, the tennis courts at Congress Springs Park being used for lessons so often that people are discouraged from trying to use them. Commissioner Franklin would like to develop some type of activity other than sports. City activities should be given highest scheduling priority. Dan questioned whether the softball program at E1 Quito should be expanded to 4 nights a week, should a men's league be added? Commissioner Vallone thinks scheduling should depend on the number if people signed up for a particular activity, should leave some nights free for drop-in activity. Dan and Joan will prepare a report. Dan showed the developer's map and said that he had told Ginny Fanelli that the Commission would probably table the issue until meeting with Council on how to proceed with the Trails and Pathways Master Plan. Joan said that she was approached by Ginny Fanelli to have the San Jose Symphony present concerts at Wildwood Park for a $3000 fee. The general concensus of the Commission was that the City cannot afford them. Joan also wanted to know how the Commission feels about getting more involved with teen programs. For instance, weekend ski trips, pregame rally (bonfire in the park), volleyball tournaments, open gym for drop-in activities. Commissioner Clemens is concerned about the City's liability. Most Commissioners feel risk and liability is too high. Joan will ask for Council ' s recommendation. Items the Commission wants on the agenda for November 10, Joint Council-Parks and Recreation Commission Meeting: Direction of Trails and Pathways Master Plan Completion of medians (update, 5-year plan) Recommendation on teen programs Group picnic area at Congress Springs Report on park revenue, including team fees Discuss park use policy Will have Christmas party in leiu of December meeting.
