SARATOGA PARKS AND RECREATION COMMISSION

Commissioner Saunders called the meeting to order at
7:35 p.m.

Pursuant to Government Code 54954.2, the agenda for this
meeting was properly posted on January 28, 1987.
Discussed use of parks by priority, fees to be
charged for use by different priorities and uses.
Staff now has a clearer picture of what information is
needed to establish our park use policy and park rental
fees and will prepare a report for the next meeting.
Dan displayed the Median Master Plan for Saratoga
Avenue between Kosich Avenue and Flannery Lane along
with the developer's inprovement plans and outlined the
differences the developer proposes to make. He also
explained that it is the City Manager's wish to have
the Parks and Recreation Commission approve all public
landscaping plans. The Commission stated their
preference for the master plan and had questions on why
the master plan was not followed. Dan will resolve the
problem with Roy and have the improvement plan revised
to better conform to the master plan and bring it back
to the next meeting for the Commission's approval.

Dan showed the developer's map which was tentatively
approved quite a while ago. Through this developer we
are providing a continuation of the equestrian trails
in the Sobey Road area. Conditions of the development
are to provide a dirt trail area 8' wide in the area.
The U.S. Corps of Engineers says there must be a bridge
rather than a culvert for the protection of wildlife.
The developer is proposing that the trail be 8', except
in the area of the bridge, where it will narrow to
4'6" and in section C where the trail will be narrowed
to 5' to protect an oak tree they believe should be
saved. Since this is a deviation from the approved
tentative map, they are asking the Commission to
approve the deviation.
The Commission unanimously approved the reduction of
trail in the two locations.

Joan Pisani brought the Commission up to date on
programs now being offered by the Recreation Department.
She mentioned that the City Manager is anxious to get
the City more involved in teen programs. Wants Joan
to put together a proposal hiring a teen coordinator for
a year, going to schools and putting together noon
activities to build a rapport with the teens so that
nighttime activities and ski trips would be more readily
accepted by them. Commissioner Pierce suggested that
Joan contact Los Gatos/Saratoga Recreation Department
and some of the schools to see if any facilities can be
made available for our programs.
