QB~ANIZATIQN A. ~,~AL~ Present: Anderson, Gilman, Pierce, Saunders, Ward. Absent: Clemens, Franklin. Staff: Trinidad, Swanson, Pisani, Trejo. Others Present: Ingrid Albrecht, Rosemary Albrecht. B. Minutes of November 7, 1988, meeting approved as read. C. PQSTING_QF_THR_AG~.NDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on November 30, 1988. A. ~QQE~L~M_~_~T~QBIZA~Q~_~Q_~Q~ With Commission's authorization we need to finalize design of the play equipment. The first step will be to meet with neighbors of Brookglen Park to get an agreement on the design plan. Commission is to approve the design before it is presented to Council. Staff will then put together a formal report to Council and ask for funding of approximately $25,000 and authorization to begin construction as soon as possible. Our goal is for completion late winter or early spring. The application for $91,000 state funds available through the Conservation Bond Act of 1988 must be completed by January 13. The final recommendation of this Commission should be before Council by January 4. There are basically only two projects. One project will be improvements at Wildwood Park, the other replacement of play equipment at various other City Parks. Exact design for updating play equipment in the various parks can be decided after application is completed. Staff will contact an architect who will come before the Commission to work out details. Commissioner Saunders moved to adopt the recommendation of staff for the application. Motion seconded and unanimously approved. Regarding Little League's request to display a memorial plaque in honor of Scotty Summers on the east wall of the snack shack at Congress Springs Park, Commissioner Ward moved that they be allowed to display the plaque and allow other youth groups to display similar plaques. Commissioner Anderson seconded, all present concurred. Staff will advise Dr. Taughinbaugh of the decission. III. NEN_BU~INE~ A. E~CE~ATIONAL_U~E~_Q~_~C~QQL_~EQ~ Commission reviewed the report prepared by staff and approved having it updated by staff and transmitted to Council. B. A~PRQ~AL_QF_TRRW_ I~ENTQRY_DQ~U~S Dan explained that a Council agenda building session of a year ago February identified a need for a City-owned tree inventory, an approved street tree list and a tree care guide for citizens. Staff received authorization from the City Manager early this year to utilize consultants to do the work for us. Staff contacted Saratoga Tree Service to do the survey and Horticulturist Barrie Coates to do the approved street tree list and the tree care guide. Total cost of both projects was approximately $7,000. Each of approximately 1,500 City-owned trees are now identified by number so that all information on each tree can be inDut into a computer by Saratoga Tree Service. This will facilitate the care and maintenance of City trees. This is the first step in applying for Tree City U.S.A. status. One of the requirements is that we spend $1 Der year, per resident on trees, roughly $30,000 Der year. These reports are instrumental in developing a City Tree Ordinance that covers all facets required to attain Tree City U.S.A. status. The reoorts will also be made available to residents in an attempt to improve the quality of trees in Saratoga. Commission unanimously recommended approval of documents as submitted. Staff will transmit documents to Council and recommend the tree inventory, tree care information and approved street tree list be adopted. ~Q~IQ~_AND_S~A~_E~Q~S None.
