HomeMy WebLinkAbout01-08-1990 Park and Recreation Commission Minutes MINUTES SARATOGA PARKS AND RECREATION COMMISSION TIME: Monday, January 8, 1990, 7:30 PM PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Meeting Chairman Ward called the meeting to order at 7:30 PM. I. ORGANIZATION A. ROLL CALL - Present: Clemens, Franklin., Pierce, Saunders, Swan, Ward Absent: Gilman Staff: Pisani, Rizzo, Tare, Trinidad B. MINUTES - Approval of Minutes - 1/8/90 Minutes were approved as submitted. Passed 6-0. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on January 31, 1990. D. Newest commissioner, Marianne Swan, was introduced, as was staff member, Bob Rizzo, Superintendent of Parks~ They were welcomed by the Commission. E. Past Chairman Ed Gomersall was present and joined in discussions with the Commissioners. OLD BUSINESS A. Reviewing and updating the city-wide parks Master Plan was discussed. Commissioner Franklin questionedthe value of spending city funds on consultants except for Azute and Beauchamps. Commissioner Pierce informed the Commission of the continued delay on the Needs Assessment Survey necessary as input for future planning of the parks. All were in agreement that the main concern should be in the development of Kevin Moran/Azule and Beauchamps Parks. P&R COMMISSION MINUTES 1/8/90 III. NEW BUSINESS A. Background on the city banner hanging request was presented by secretary, Dan Trinidad. Staff member Joan Pisani outlined the policy in effect for Blaney Plaza. After discussing, Commissioners Pierce/Franklin motioned to limit use of banner hanging to only city sponsored/co- sponsored events under the terms and conditions set forth by City Council on an event-by-event basis. Passed 6-0. B. Background on the memorial tree planting request was presented by secretary Trinidad. The Commissioners gave consideration to the restrictions on those who qualify, location of trees, care of trees, plaques-centralized or individual, park benches, etc. Commissioners Pierce/Saunders motioned for the dedication of existing trees for now, and at a future date, consideration to the Civic Center complex as a central site. C. Background on the HCDA was presented by secretary Trinidad. The Wildwood Park handicapped bathroom improvement was proposed by staff as a candidate for this project. Joan Pisani also brought to the Commissioners' attention the condition of the Senior Center bathroom~ that is, needing upgrading to code. Commissioners Saunders/Pierce motioned to accept staff recommendation and also to include the Senior Center bathroom improvements. Passed 6-0. P&R COMMISSION MINUTES 1/8/90 V. COMMUNICATIONS Attendance at the California Parks & Recreation Society Conference in March was mentioned to the Commissioners.
