SARATOGA PARKS AND RECREATION COMMISSION
TIME: MONDAY, OCTOBER 1, 1990 - 7:30 P.M.

Chairman Ward called the meeting to order at 7:30 PM.
I. ORGANIZATION
A. ROLL CALL - Present: Crotty, Franklin, Gilman, Miller, Pierce,
Ward
Absent: Swan
Staff: Pisani, Rizzo, Trinidad, Tare
B. MINUTES - Approval of Minutes - 9/10/90. Minutes were
approved, Pierce/Gilman. 6/0
C. POSTING OF THE AGENDA
Pursuant to Government Code 54954.2, the agenda for this meeting
was properly posted on September 25, 1990.
II. OLD BUSINESS
III. NEW BUSINESS
Paul Rookwood, from the firm of Wallace, Roberts & Todd, the
City's Master Plan Consultants, briefed the 3 residents and/or
families in attendance on the purpose of this workshop and how they
could shape the future plans by their input at this time. He
further explained the process to be followed. Following are
highlights from the discussions.

1) Improve Fruitvale/trails along creek/over to Vasona
2) Open San Marcos Road trail
3) Quito for bicyclists
4) Redwood School to Saratoga Avenue needs
5) Want to be connected to Vasona trails
6) Pierce/Montebello/Mt. Eden Road
7) Pierce - no widening
8) High oil prices/alternate form of transportation
9) Use of creek corridors
10) Safe routes for children
11) Trails/horses/hikers/bicycles/courtesy
12) Neighborhood rs. City parks
13) Orchard not useful to the Community/rs. some like it
14) Increase use of Central Park
15) Open Space
16) Pocket Parks
17) AYSO/Soccer Leagues - not enough playing fields
18) City should acquire school lands when closing
19) Minimum standards needed for trails
20) Signage on trails
21) Develop trails and maps for citizens
22) Arts & cultural programs at Central Park
II.B. Secretary Trinidad outlined the Hakone Gardens Irrigation System
background and proposals, with regards to responses, oral
interviews, and the final recommendation of Bissell & Karn.
Commissioner Franklin questioned the Commission's involvement in
Hakone Gardens at this time as, in the past, the Commission was
not asked to participate in Hakone Gardens decisions. Secretary
Trinidad explained that the Parks & Recreation Commission
involvment is being requested by the City Manager, and that he
would like the Commission's input. The issue of involvement
with the Hakone Gardens will be put on the agenda of the joint
meeting with Council.
Motion to approve consultant Bissell & Karn - Ward/Gilman.
5/1 - Franklin opposed.
IV. COMMISSION AND STAFF REPORTS
Joan Pisani updated the Commissioners on the success of Celebrate!
Saratoga. There was an estimate of 10,000 participants.

V. COMMUNICATIONS
1) The Commissioners were encouraged to provide suggestions for the
Parks & Recreation/Council joint meeting on November 13.
2) Election of chairman/vice-chairman at the next meeting.
3) The Wildcate Creek bridge design has been completed.
4)Chairman Ward announced his involvement in the Santa
Theresa Park Committee for renovation.
