PLACE: SA~_ATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Meeting Chairman Ward called the meeting to order at 7:30 PM. I. ORGANIZATION A. ROLL CALL - Present: Crotty, Franklin, Miller, Pierce, Swan, Ward Absent: Gilman Staff: Pisani, Rizzo, Trinidad, Tare B. MINUTES - Approval of Minutes - 10/1/90. Minutes were approved, Pierce/Crott¥. 6/0 C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on October 31, 1990. D. Elections Chairman - Terence Ward - Nominated by Crotty/Swan Vice-Chairman - Marianne Swan - Nominated by Franklin/Pierce Secretary - Staff Dan Trinidad - Ward/Swan II. OLD BUSINESS None P&R Minutes of November 5, 1990 Page 2 III. N~W BUSINESS Dan Trinidad of the City staff briefed residents on the background of the master plan workshops thusfar and the role of the firm of Wallace, Roberts & Todd as consultants. Paul Rookwood, the firms's representative, described the process of producing a parks master plan utilizing competing needs to form a realistic park system. Following are highlights from the resident input. PROGRAM ~SSUES GOALS Improved playground, Off-street parking Neighborhood Park separate young/ older children Maintain orchard Neighborhood events Par coarse Repair lights/benches at Kevin Moran Sand volleyball Safety for children Trees/green grass Immediate landscaping No lighting Walls Serenity Remove soccer Public restrooms - locked/open Barbecues - yes/no No tennis No softball Yes tennis Senior programs & games Integrate with school facilities Tree planting Walking path maintained and extended through Azule Bicycle rack - useless, needs attention Dog areas? Vandalism issue Fountains - reclaimed water Kevin Moran - broken glass Kevin Moran - trees not maintained It was estimated that the final master plan would be completed in May. There is $450,000 budgeted for Kevin Moran Park for '92/'93. Councilmembers Karen Anderson and Marty Clevenger, who were in attendance, participated in sharing their knowledge on the background of the parks, over- pass, freeway plans, and in interjecting suggestions of their own. P&R Minutes of November 5, 1990 Page 3 The final consensus of opinion was that residents in attendance wanted a quiet park with no soccer or baseball leagues. Before the public left, staff members Pisani and Rizzo expressed a concern that no participants from Little League, AYSO, CYSA, etc. were present to voice opinions more for the City as a whole. VI.
