Chairman Ward called the meeting to order at 7:30 PM.
I. ORGANIZATION
A. ROLL CALL - Present: Crotty, Franklin, Gilman, Miller, Pierce,
Swan, Ward
Staff: Rizzo, Trinidad, Tare
Absent: Pisani
B. MINUTES - Approval of Minutes - 11/5/90. Minutes were
approved, Swan/Crotty. 6/0
C. POSTING OF THE AGENDA
Pursuant to Government Code 54954.2, the agenda for this meeting
was properly posted on January 2, 1990.
D. Secretary Trinidad explained the purpose of the commissioners'
attendance at council meetings, then recorded the following
schedule:
January - Swan May - Franklin September - Swan
February - Gilman June - Ward October - Miller
March - Crotty August - Miller November - Gilman
April - Crotty

II. OLD BUSINESS
A. Secretary Trinidad explained the CDBG federal program to the
commissioners and that it is targeted for Seniors, handicapped
and the poor. He solicited their ideas which included the
following:
Commissioner Swan: 1) Handicapped use picnic tables
2) Handicapped area at Civic Center or around
Warner Hutton House
3) Portion of trails - full handicapped
access
Commissioner Franklin: 1} Handicapped/all access play equipment
2) Earthquake kits to homeowners
Commissioner Pierce: 1) Par course around Senior Center
2) Publicize E1 Quito's par course
III. A. Bob Rizzo explained the purpose and criteria for the Heritage
Tree Program to the commissioners. He briefly reviewed several
sections of the proposal, and that once approved by the
Commission and Council, this program will be publicized.
Motion to approve: Pierce/Miller. 6/0.
B. All commissioners with the exception of Mark Pierce requested
permission to attend the CPSRP Conference on March 7, 1991.
IV. A. Secretary Trinidad reviewed with the commissioners W. Kohler's
recent policy-building letter, the background of the upcoming
Council retreat, and solicited suggestions on programs,
policies, and projects for the City Council to consider.
Commissioners were asked to submit ideas at their next
regular meeting on February 4th which is prior to the retreat.
B. Bob Rizzo advised the Commissioners regarding the replacement
play structures being erected in several parks in Saratoga and
that their completion would be publicly announced.

C. Commissioner Pierce expressed his concern that the San Marcos
Heights Park access was blocked by a locked gate. After
investigation, Secretary Trinidad reports that for safety
reasons during construction, there is no public access.
D. Commissioner Franklin communicated that the next Open Space Task
Force meeting regarding trails would be on February 14th.
