PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Meeting Vice Chairman Marianne Swan called the meeting to order at 7:30 p.m. I. ORGANIZATION A. ROLL CALL - Present: Crotty, Gilman, Miller, Pierce Swan Absent: Franklin, Ward Staff: Rizzo, Trinidad, Tate B. MINUTES - Approval of Minutes - 2/4/91. Minutes were approved with change from Gilman regarding her presence at last meeting. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 27, 1991. II. OLD BUSINESS This meeting was dedicated to the draft proposal of the City Parks & Trail's Master Plan as prepared by the firm of Wallace, Roberts & Todd. This was a public meeting attended by four interested residents. Paul Rookwood, representing Wallace, Roberts & Todd, explained the plans for improvement and methods of achieving these goals. He outlined plans in regards to other city/county facilities and provided charts and maps highlighting input thusfar. Neighborhood, Community and Specialty Parks were discussed as relating to the Saratoga Parks presently in use and proposed for future use. An outline of suggested improvements follows. CENTRAL PARK HISTORICAL PARK NELSON GARDENS Path to Library Add Trees Education Center Path to City Hall Classes-Children Benches Amphitheatre Off-street Parking Restrooms Picnic Facilities Parks & Recreation Meeting of April 8, 1991 Page 3 The followinq was discussed in conjunction with the Parks Master Plan: Paul Lovoi, representing AYSO, lamented a lack of practice fields in Saratoga. There are 735 children signed up, making up 55 teams, playing 27 games every Saturday of the Season. The 10 foot high soundwall at the freeway at Congress Springs was targeted as a problem for losing balls into the freeway. Secretary Trinidad mentioned that the City was cooperating with West Valley College in a joint project to refurbish their tennis courts. As part of the improved relationship with West Valley College, the City will be using their softball facilities to expand our softball progam. Commissioner Swan discussed sand areas for children at the Parks. Commissioner Miller suggested drinking fountains at all Parks~ Commissioner Pierce pointed out that someone will be needed to run the Nelson Gardens if those plans for the future are approved, and that necessitates money. Commissioner Gilman shared her workshop taken at the CPRS Seminar which produced the idea of playful structures for children. Jack Dalton, representing the Beauchamps neighborhood, expressed their desire for off-street parking due to the narrow curve in front of the Park. The followinq was discussed in conjunction with the Trails Master Plan: The western part of the City should tie into regional trails and connections. The trails were in different stages of repair and maintenance. Trails along Saratoga and Wildcat Creeks should be used. A signage program will be initiated. Public easement requirements must be adhered to in the future to make the Master Plan work for everyone. A standard of 8' wide natural, compacted dirt or decomposed granite for drainage is recommended to be used. Parks & Recreation Meeting of April 8, 1991 Page 4 The trails would be multi-user and all must cooperate. A trails map is needed. Maintenance costs for future upkeep must be set aside. The completed draft plan of the Parks & Trails Master Plan will be presented to the Parks & Recreation Commission at their regular meeting of June 3rd. The approved plans would then be forwarded to Council for their approval on June 19th. VI. ADJOURNMENT 9:00 Y I I DT/mt
