PLACE: SARATOGA COMMUNITY CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Meeting Chairman Ward called the meeting to order at 7:30pm. I. ORGANIZATION A. ROLL CALL - Present: Crotty, Miller, Pierce Swan, Ward Absent: Franklin, Gilman Staff: Rizzo, Trinidad, Tare B. MINUTES - Approval of Minutes - 4/8/91. Minutes were approved - Swan/Crotty. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on May 29, 1991. II. OLD BUSINESS This meeting was dedicated to the final draft proposal of the City Parks & Trail's Master Plan as prepared by the firm of Wallace, Roberts & Todd. The original intention was to present the final draft to Council on June 19th, but the date was revised, due to insufficient time to review, and has been changed to July 17th. This was a public meeting attended by one interested resident, Roberta Warden, who was concerned about trail development for public use along creek devaluating her property. Paul Rookwood, representing Wallace, Roberts & Todd, reviewed the Parks and Recreation Master Plan Final Draft with the Commission. Following are some items briefly discussed: Prin'~ed on recycled paper Minutes of June 3, 1991 Meeting of Parks & Recreation Commission Page 2 1) Maintenance costs - $5,500 per acre per year 2) Revenue 3) Programs/Workshops 4) Target 5 acres per 1,000 population 5) Water-saving development, natural plantings 6) Co-op ties with other agencies 7) Handicapped facilities 8) Dedication from developer for future trails 9) Quimby Ordinance - now 3 acres per 1,000 new residents 10) Maintenance Costs - Assessment districts 11) Power lines - possible health hazards 12) Trails liability - negligible, from survey 13) Recreational Use Statute - maintenance required 14) Trails not harmful to wildlife habitat The following was discussed by the Commissioners after the presentation of the final draft. 1) Pierce - San Marcos Heights property - l0 acres 2) Pierce - Tennis Courts 3) Beauchamps Park plan - Picnic, tot lot, courts? 4) Pierce - Ravenswood Maintenance - $3,000 year paid by City? 5) Crotty - Beauchamps - on street parking, no problem 6) Final draft to Council - July 17th 7) Commissioners' input on final to staff by July 1st meeting 8) Trinidad - Continental Circle - trail easement Approved - Pierce/Swan Chairman Ward thanked Mrs. Warden and the Commissioners for attending.
