I. ORGANIZATION
A. ROLL CALL - Present: Crotty, Franklin, Miller, Pierce
Swan, Ward
Staff: Trinidad, Rizzo, Pisani
B. MINUTES - Approval of Minutes - 7/22/91. Minutes were
approved. 6/0
C. POSTING OF THE AGENDA
Pursuant to Government Code 54954.2, the agenda for this meeting
was properly posted on 7/31/91.
II. OLD BUSINESS
II.A. OSBORN LETTER:
At Gardiner Park, meeting convened at 7:05. Crotty arrived 7:15.
Pierce arrived 7:25.
The Osborns presented problems as outlined in their letter of
6/27/91. The Commissioners asked questions. Then, staff advised
the Osborne that the meeting would reconvene at the Senior Center
where final recommendations would be considered. The Osborne did
not accompany the Commissioners.
At 7:45, at the Senior Center, after some discussion amongst the
Commissioners, it was moved/seconded by Pierce/Swan that:
1) 2 or 3 additional Redwood trees should be planted to improve
the buffer separating the Park from the Osborn property.

2) Private Property/No Trespassing signs should be installed along
the park boundary line, not only at the Osborn's property, but
also along the balance of the border.
3) Install a chainlink fence along the boundary of the park and
Osborn property.
4) No additional controls would be introduced before it was sure
the established ones are enforced.
Approved 4/2.
Donna Miller felt hard ball should be banned in parks of this size.
Jennifer Crotty did not want installation of chain link fence; also
wanted it noted that City should consider installing drinking
fountain there at some future time.
II.B. BEAUCHAMPS PLAY EQUIPMENT:
Commissioner Swan suggested that the City use a diversity of design
in play equipment so children's creative development is enhanced.
She further suggested that a play area be provided with trees,
lattice or arbor for shade, and where a water outlet is provided to
enhance sand play. It was the consensus of the Commission that her
suggestions be forwarded to the consultant and that he address
these major concerns.
IV. RECREATION DEPARTMENT:
Joan Pisani gave a brief overview of the activities which are
available through the Recreation Department. Of interest are the
youth basketball league which is being taken over from the YMCA,
and the use of the gymnasium at W V College by the men's basketball
league.
Commissioner Pierce suggested that a class in wine tasting be
considered for future programs.
