PLACE: SENIOR DAY CARP CENTER 19655 Allendale Avenue, Saratoga, California TYPE: Regular Meeting/Public Meeting ORGANIZATION A. ROLL CALL - Present: Barnard, Clark, Crotty, Dutra (7:40), Miller, Pierce, Swan Staff: Trinidad, Rizzo, Pisani, Tare B. MINUTES - Approval of Minutes of 11/2/92. Pierce/Crotty. 7/0. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on 12/2/92. Items were taken out of order. II. B. STANDARD CONDITIONS OF TRAI~S Trinidad reviewed the two conditions prepared for the Commission and explained that they were patterned after the current conditions used by the Planning Department. Commissioner Barnard expressed concern for ADA Regulations, safety and for the scenic value of the trails. Commissioner Clark questioned the 12' width. It was determined that since these were guidelines, the specific conditions, including width, would be determined on an individual basis. It was the consensus that these guidelines should be submitted to the Planning Department as modified to eliminate specific widths. Pierce/Clark. 7/0 III. A. COMMUNITY DEVELOPMENT BLOCK GRANT Secretary Trinidad provided background on the purpose of this grant and funding proposals and uses in the past. The Commissioners proposed a new disabled accessible restroom for Wildwood Park providing separate male and female facilities. RAVENWOOD PARK WQRKSHOP PRESENTATION Secretary Trinidad advised those present that he had met with the immediate neighbors to discuss their concerns and the plans to be presented tried to reflect these concerns. Lisa Kurasch then refreshed everyone's memory from the last meeting regarding path, play area, trees, grass, drainage, picnic area, redwood mulch, dry riverbed, railroad ties, neighbor screening~ shrubs, grading, etc. The new neighbors questioned her on the play area location and the impact it would have on them. They then agreed that the location shown on Exhibit A would not have a serious impact on their property. A petition was presented from neighbors volunteering the time of thirteen families to assist in park development. After polling neighbors in attendance, Clark/Pierce motioned to approve Exhibit A for final draft. 7/0. IV. C. PARK DEVELOPMENT FUND The status of the Park Devlopment Fund was reviewed by Secretary Trinidad as presented in his memo of 12/1/92. III. B. AGENDA FOR JOINT COUNCIL/COMMISSION MEETING OF !/.12/93 The Commission agreed on the following items: 1) Trail Master Plan Corrections 2) Carnelian Glen Trail 3) Council priorities for Parks & Recreation Commission and any directions for upcoming year 4) Staffing needs for school/City cooperation 5) Growth of City Parks & Recreation Department IV. COMMISSION AND STAFF REPORTS Joan Pisani gave report on school district/City joint meeting. She outlined after-school programs at school sites, and repairs needed at schools, e.g. floor at Redwood gymnasium. She also explained the cooperative agreement: The City pays for repairs in return for use of school facilities. She mentioned the adult drop-in programs - volleyball, basketball, etc. Additional manpower is needed in both the Recreation Department and the Maintenance Department to support these programs. STATUS OF PARK ~INTENANCE PROJECTS Bob Rizzo updated the Commission on the status of the Park sites as per his memo of 11/25/92. D. REPORT ON NOVEMBER COUNCIL MEETINGS Commissioner Crotty gave a brief summary on the Saratoga Creek problem that was discussed at both meetings. V.A. CALENDAR FOR 1993 Secretary Trinidad reviewed significant dates and asked the Commissioners to consider items for future policy development. B. CPRS CONFERENCE All Commissioners expressed an interest in attending the CPRS Conference in San Francisco in March of this year. Although it is over the budgeted amount, Secretary Trinidad will attempt to obtain coverage for everyone's registration fee. Adjournment 9:45 PM. Pierce/Clar 0 .... ary mt
