ROLL CALL - Present: Barnard, Clark, Crotty, Dutra, Miller, Pierce, Swan Staff: Rizzo, Pisani, Tare B. MINUTES - Approval of Minutes of 4/5/93. Crotty/Dutra. Passed 7/0. C. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on 4/28/93. OLD BUSINESS None III. A. DR-~8,057 - 12532 PARKER RANCH ROAD As secretary Trinidad was absent, staff member Bob Rizzo gave background on the columns and retaining wall on this property which were up for reconsideration of conditions. The owners, Hr. and Mrs. Lin and their brother in-law were in attendance as well as Mr. and Mrs. David Stepnet from 12553 Parker Ranch Road. Local equestrian, Bill Brooks, was also present to represent the trail users. In addition to their columns and wall, the Lins focused on the following which were interfering with a clear pathway for the trail: utility boxes, the requirement for a mailbox at the street, and the fact that the remainder of the neighborhood had similar columns at their roadsides. Parks & Recreation Comaission M~tinq Minutes Page 2 May 3. 1999 ----======= ::::::::::::::::::::::::: Commissioner Barnard questioned how the columns were overlooked when City inspections were made and that there m~st be a breakdown in the review system. Also, title policies clearly show easements to new purchasers of property. Commissioner Clark asked the Lins if the basis of their appeal was because other property owners had similar conditions. They replied that they would remove the columns and wall if a trail was being built, as the City held a bond from them. Commissioner Crotty mentioned that homeowners have been building into the easements but that easements were there for a purpose. Commissioner Pierce stated that homeowners in other areas of the City were also building into the easements. Chairman Swan stated that it was time to listen to the trail users and to work hard to install the trail system in spite of these problems. It was motioned to recommend denying reconsideration of conditions. Pie=ce/Barnard Passed 7/0. III. B. SD.93,003. V.93.005 ? DR,93,007- 14644 STONERIDGE DRIVE Staff member Rizzo presented background and a map for the Commissioners showing no concerns. It was motioned to approve without conditions. Clark/Barnard. Passed 7/0. IV. COMMISSION AND BTAFF REPORTS A. Monthly Report on Council Meetinqs Chairman Swan had Council Meeting duty for the month of April and reported there was nothing of significance for this Commission. Miller will have duty for the month of May. B. Joan Pisani discussed the new recreation program brochure and that, with the tight budget, Council approved continuation of the programs if she could close the gap on overhead by 20%. COMMUNICATIONS Bob Rizzo reported the following: 1) Hakone Irrigation Project is out to bid and bids are due June 8th. The first phase of construction will begin July 1st with the actual irrigation phase beginning in October. 2) Dale Drum has volunteered to be the general contractor for the development of Ravenwood Park. Commissioner Crotty reported that she has received an Adopt-A-Creek packet with rules and regulations and that there were funds available from grants for creek restoration. Adjournment 9:00.
