PLACE: ADULT DAY CARE CENTER 19655 ALLENDALE AVENUE, SARATOGA, CALIFORNIA 95070 TYPE: REGULAR MEETING I. ORGANIZATION A. ROTJ~ CALL - Present: Barnard, Clark, Crotty, Dutra, Miller, Pierce, Swan. POSTING OF THE AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on Sept. 8, 1993. II OLD BUSINESS None N~ BUSINESS A. Appointment of a¥~tger recording secretary: After discussion by the Commission it was agreed that the responsibility of being the recording secretary will rotate by Commissioners at each meeting. Commissioner Barnard will take minutes at the October 4th meeting, followed byClark, Crotty, Dutra, Miller and Swan. B. Appointment of Secretary ~o the commission: commission swan nominated Bob Rizzo to become Secretary to the Commission. 7/0 C. Election of Commission Chair: Swan nominated Commissioner Pierce to be Chairman of the Parks and Recreation Commission. Swan/Crotty 7/0. Election of Vice Chairman: Barnard nominated Crotty as Vice Chairman. Barnard/Clark 7/0. D. DR 93.021 - 21448 Tollgate Road - Trail Signs Rizzo reported that the Commission approve the staff memo requiring dedication and improvements of a pedestrian/equestrian pathway 15' wide along the southwest corner of the property and a 10' wide trail easement along the frontage of the property along Tollgate. Commission approved report. Swan/Barnard 6/0 IV COMMISSION AND STAFF RE~O~TS A. Monthly Report on Council Meetings Barnard reported on the July City Council Meeting, informing the Commission regarding the Paul Masson property on Saratoga Avenue. Miller reported at the CityCouncil meeting in August that the Hakone Foundation discussed with Council the plan to develop a Bonsai Garden at Hakone. Miller also reported on the City Bicycle Advisory Committee. She reported the Committee selected two new members. The Commission suggested a member of the Youth Commission should be appointed to the Bicycle Advisory Committee. Swan attended the September Council Meeting and reported on the Draft of Open Space Element. She reported that Council will hold at least 2 study sessions before the plan is presented again to Council. B. Recreation DeDartment - Joan Pis~ni Pisani reported on the Summer Recreation Programs. She highlighted the successful Summer Camp Program (35 camps). -3x3 basketball programs -Sign up for the Fall Recreation Program is now ongoing - 250 programs and activities are being offered. -Reviewed activities for Celebrate Saratoga: Introduced Beverly Tucker who in turn introduced the new Recreation Intern, Maria Bialorucki, who will be responsible for organization of Middle School Dance and Teen Art Show. Beverly Tucker discussed Teen progress at the Warner Hutton House. C. Park Maintenance Division Update Rizzo reported on the Hakone Irrigation Project which is on schedule. -Celebrate Saratoga activities. -Soccer Program at Congress Springs and E1Quito Parks. -Wildwood Park improvements are scheduled to go out to bid in October. -El Quito Park landscaping improvements to be installed by staff by the end of October. -Informed the Commission of the landscaping project plan for Parking District #1. D. RavenwoQd Park Rizzo introduced Monique Drumm, a reported community volunteer for this project, who reports to the Commission on the progress of the construction. Commissioner Crotty informed the Commission that over 700 volunteer hours have been put into the project to date. Mrs Drumm reported the park should be completed by the end of September. Pierce discussed the date for the formal park dedication. After discussion, the Commission agreed to have the dedication on Saturday October 16th at 10AM - Ravenwood Park. V. Communications A. Upcominq Meetinqs Commission discussed holding the next meeting as an on-site visit to Ravenwoods Park on Oct 4 at 7PM. Rizzo informed the Commission that the survey of CornelJan Glen should be completed by the first week of October. Commission suggested that after the pathway has been surveyed, the Commission hold a specialty meeting to visit the site of the proposed pathway. B. Proposed Bonsai Garden Approval Rizzo reported on the letter sent to Gladys Armstrong, Hakone Foundation from Larry Perlin, Director of Public Works informing the Foundation that City Council voted to approve the proposal for the revision of the Master Plan which included the Bonsai Garden. After the revision, the master plan should be brought before the Parks and Recreation Commission for their review prior to being presented to Council for final approval. C. Creek Beautification Pro~ram Commissioner Crotty reported the successful clean-up program work days 7/13 and 8/28. She reported on the new age limit requirement cut-off of 10 year olds. This will encourage families to participate in this program. The next clean-up date is scheduled for October 9.
