ORGANIZATION A. ROLL CALL - Present: Clark, Crotty, Dutra, Miller, Swan, Weiner. Absent: Barnard Staff: Perlin Absent: Rizzo, Pisani B. MINUTES - Minutes of the November 7, 1994 meeting were approved. Swan/Weiner 6/0 C. POSTING OFTHE AGENDA Pursuant of Government Code 54954.2 the agenda for this meeting was properly posted on the City Hall Kiosk December 7, 1994. II. OLD BUSINESS Priority List for Futur~ Park/TrailDeve10pment A. The Commission discussed the development of trails as properties become available and that the list will be flexible and not necessarily followed in order. A suggestion was made that Trails and Parks have separate chapters in the Master Plan. It was recommended that if a segment is needed, the Commission may wish to place it on a priority list OR abandon it. Margaret Metcalf, a concerned citizen, addressed the Commission regarding future plans for the accommodation of dogs in the parks. The history of difficulties at Congress Springs was related to the Commission and concerns related to increased enforcement of the City Ordinance relating to dogs in the park. The Commission agreed that the ordinance may conflict with a community need and stated that at least one alternative was scheduled for the joint meeting with City Council, specifically, the acquisition of the PG&E property. The priority list will be addressed at the Joint City Council meeting. B. Consumption of Alcoholic Beveraqes in City Parks The history of the issue was discussed and the Commission indicated that the problems stem from a lack of enforcement, either that individuals cannot be arrested unless they are intoxicated or that officers are not responding. Commissioner Clark suggested that the current proposal should be given a chance to work and wants clarification of the desires of the City Council. Additionally, the Commission agreed that the prohibition should be effective all year and that the City Council should increase enforcement, which is the root of the problem. III. Commissioner'~ R~poFts: The last creek cleanup was canceled due to the possibility of erosion caused by the activity. Meetings are being scheduled in February to discuss the San Juan Bautista DeAnza National Trail from Mexico to the Bay Area, suggested by the National Park Service.
