I. ORGANIZATION
A. ROLL CALL - Present: Clark, Crotty, Dutra,
Swan, Weiner
Absent: Barnard, Miller
Staff: Pisani, Rizzo
B. MINUTES
Minutes of the March 6, 1995 meeting were
approved. Clark/Weiner 5/0
C. POSTING OF THE AGENDA
Pursuant of Government Code 54954.2 the agenda for
this meeting was posted on the City Hall Kiosk
May 10, 1995.
II. OLD BUSINESS
None
III. NEW BUSINESS
A) Concerns and issues of residents adjacent to E1
Ouito Park.
Chairperson Crotty introduced the topic. Residents
who live adjacent to the E1 Quito Park described
their concerns. They described six concerns.
1. Parking, especially blockage of their driveways
2. Speeding
3. Break-ins
4. Noise, especially early on weekends
5. Trash
6. Large groups
The commission members and staff engaged the
residents in a discussion regarding each of their
concerns. This discussion included possible
options, limitations, and how the use of alcohol by
park-users may be involved.
Secretary Rizzo agreed to refer the residents
concerns regarding parking and speeding to the
Public Safety Commission.
Secretary Rizzo agreed to schedule weekend
reservations to start no earlier than 9:00 am, with
set up time to start no earlier than 8:30 am.
Chairperson Crotty and Joan Pisani agreed to
educate the groups known to use the park regarding
improving the disposal of their trash, and
encourage them to park in nearby lots (after
checking with the owners of the parking lots).
The Commission agreed to add a discussion on
alcohol use in the Saratoga City parks to the
agenda of the upcoming Joint Meeting with City
Council.
Chairperson Crotty concluded the discussion on the
residents concerns with the reassurance that this
Commission did not consider this a closed matter.
B. D~SCUSS$On of issues ~Qr the Joint Meeting with
City Council scheduled for Tuesday, June 13, 1995.
The Commission agreed to agendize the following
items for the upcoming Joint Meeting with City
Council:
1. Alcohol usage in parks
2. Park needs survey prepared by Joan Pisani
3. The Master Plan
4. Trails status
5. Dogs in the park issues
6. Adopt a Park Program status
7. Creek Beautification Program status
8. Tree Preservation Committee meeting status

The Commission agreed to send a letter to the City Council
supporting the efforts of the Tree Preservation Committee.

IV. WRITTEN COMMUNICATION
A. Letter ~rom Jacquelyn Fusell-Casey regarding
Wildwood Park.
The Commission expressed their strong appreciation
of the approach and spirit of the letter and the
residents who previously brought their concerns
regarding Wildwood Park to the Commission.
V. COMMISSION AND STAFF REPORTS

C. Recreation DepartmeD% S~ Report - Joan Pisani:
Joan Pisani showed a videotape of the Department's
annual report.
D. Park Maintenance Division Update - Bob Rizzo:
Secretary Rizzo reported that the budget for the
Parks Department is now about the same size as five
years ago but the holdings and responsibilities are
larger.
Secretary Rizzo reported that work on the approved
improvements to the Kevin Moran Park, playground
equipment and frontage improvements, is ready to
begin, weather permitting. He reported that the
construction at Wildwood Park is scheduled to start
on June 19. He agreed to try and have the
construction delayed to later in the summer, after
the peak usage of the park. He also reported that
the Water District apparently damaged the grounds
at Wildwood Park and some property of adjoining
citizens when they were removing trees damaged
during storms this winter. He and the residents
are working with the District to correct this
matter. Secretary Rizzo concluded by reporting the
landscaping at the Cox Avenue is being installed.
