ORGANIZATION A. ROLL CALL - Present: Clark, Crotty, Dutra, Miller, Swan, Weiner Absent: Barnard Staff: Rizzo B. MINUTES Minutes of the July 10, 1995 meeting were approved. Swan/Crotty 6/0 C. POSTING OF THE AGENDA Pursuant of Government Code 54954.2 the agenda for this meeting was posted on the City Hall Kiosk on August 2, 1995. II. OLD BUSINESS None III. NEW BUSINESS A) Review Alcoholic Beverage Policy a~ E10uito Park. Secretary Rizzo summarized the history of this topic. He continued by reporting on the several trips since June to this park on Mondays. He described his conversations with the group regarding the concerns of the local residents, specifically parking, speeding, and trash. Secretary Rizzo also reported his observations to the City Council. The City Council indicated that their guidance on this matter is that it is not necessary to change the alcohol ordinance at this time. The Commissioner discussed the problems reported by the local residents, the guidance from the City Council, and alternate approaches (including interim approaches). Commissioners agreed to table this topic for six months, personally observe the park during this period, and request Secretary Rizzo explain the plan to the local residents who have appeared in front of the Commission regarding this topic. Weiner/Dutra 6/0 B) Open Space ImDlementat~oD committee Report Review of Policies Conclusions. Chairperson Clark reviewed the history of this topic. He pointed out that the purpose of the Committee was to compare the park development funds available to the candidate projects and recommend guidelines on how to prioritize which projects should be funded. However, the Committee found that there was sufficient funds for the listed projects. Therefore it was not necessary to develop prioritization guidelines. The Commissioners discussed the goals and benefits of the recommendations. Commissioners agreed to note and film the Conclusions. Weiner/Dutra 6/0 IV. WRITTEN COMMUNICATION A. Memoran4um From City Attorney Reqardinq Doq Park, The Commissioners discussed the content of the City Attorney's letter describing the potential liabilities if unleashed dogs were allowed free roam of a City Park. Secretary Rizzo will ask the Community Service Officers to increase enforcement of the existing dog leash regulation. Secretary Rizzo reported that consideration of a fenced dog park may be included in the upcoming City Council- sponsored focus groups regarding City Parks. V. COMMISSION AND STAFF REPORTS A. Commissioner's Reports: Commissioner Miller reported that the bicycle Advisory Com-ittee has completed the plan for bike trails in the City. The plan will be presented to the City Council in the near future. Commissioner Crotty reported that the Saratoga Creek cleanup at Wildwood Park is scheduled for August 26. She also reported the same site is scheduled for cleanup on September 23 as part of the Coastal Cleanup Program. B. Previous Month Council Meetina Report; Commissioner Crotty summarized the City Council meetings during July. The agreed schedule for Commissioners to cover upcoming City Council meetings is as follows: August- Dutra September- Clark October- Miller November- Weiner December- Swan January- Crotty Chairperson Clark reported on his meeting with Mayor Burger. The Mayor described the preliminary plans of the City Council regarding holding focus groups on City Park usage and plans. They are considering having three focus groups of 8-10 persons/group. Each group will have a representative from the City Staff, the Park & Recreation Commission, the City Council, a Kevin Moran Park representative, an Azule representative, a City-at-large representative, and a sports team and others. A retired representative, maybe professional facilitator has volunteered to facilitate the focus group sessions. The Commissioners discussed several topics regarding the focus groups. They discussed: 1) whether the Commissioners on the focus groups were expected to represent and defend the master plan; 2) the Commissioners role in each focus group; and 3) setting realistic expectations for each focus group. C. Recreation Department Status ReDort - D0b Ri~o for Joan Pisani~ A part-time employee has been hired to market the indoor and outdoor rentals of City facilities. D. Park Maintenance Division Update - BOb ~i~9: The pla~ed Wildwood Park improvements willbe done in the next few months, after the summer usage ends. Curbs and gutters were installed on Saratoga-Sunnyvale Road and the landscaping is budgeted and planned. Cox Avenue interchange maintenance has begun. The next meeting will be September 11 at 7:00 PM. (note time change.)
